Type 21 (Amazon Class) Frigate (UK)
The Amazon class frigate was one of the two main classes of frigate in service with the Royal Navy during the 1980s.
The Type 42 destroyers were at a very early stage of development, as was their sister ships the Type 22 frigates (to replace the Leander class (Type 12M)), and so a large gap was threatening to open up in the Royal Navy's modern fleet escort surface vessels.
The one criticism of the class was that they seemed under-armed for their size and cost, and so the Exocet missile system was installed on all ships after the first three and those would be fitted with it at their mid-life refits (although Antelope was sunk during the Falklands conflict).

Intended as a replacement for the existing fleet of ageing Type 42 destroyers, the Type 45 will be the largest general purpose surface warship, aside from carriers and amphibious vessels, constructed in the UK since World War II.
The Type 45 is the UK’s national successor to the common new generation frigate (CNGF) or project horizon-class a tripartite venture with Italy and France and itself a replacement for the abortive early 1990s NATO NFR-90 frigate programme.
PAAMS, the Type 45’s main armament, was originally intended to equip the CNGF and in spite of early difficulties, due in part to differing national requirements, it has survived, to meet the UK national and ongoing Franco-Italian Horizon requirements.

Frigates are said to be cheaper than destroyers (an destroyers, cheaper than cruisers).
A fairer price comparison would probably be the 42s with the Type 21 frigates of the same period, cut-price frigates bulking out RN numbers whilst the 22s were being introduced.
The frigate / destroyer distinction works slightly differently in the USN, so isn't strictly relevent to this line of argument, especially when the 'frigates' you mention, DLGs, were later classified as cruisers, a change in classification strategy, the confusion arrising from attempting to classify them by WW2 standards of armament.

 STSTCSOLD&A | Klingon L-42 "Great Bird" class - Frigate
The largest of the three 'Bird of Prey' class ships, the L-42 looks no different from the smaller K-22 scout (the ship FASA says was seen throughout Star Trek III and Star Trek IV) and the mid-sized D-32 cruiser.
The L-42 being classified as a frigate is yet another example of what I consider to be a mistake on the part of the FASA writers, in that a frigate in 21st century Earth terms is smaller than your average sea cruiser and not as heavily armed.
Like so many FASA frigates the L-42 is a match for some of the bigger cruisers, doing well against ships like the V-27, Enterprise (Constitution Refit), and Reliant (Miranda/Soyuz) classes, to say nothing of other overpowered frigates like the Chandley class.
