		The correct way to represent the digraph is with two characters O and U; the correct way to represent the ligature is with the UKs.
		I think we have little choice now but to acknowledge that both the digraphic glyph and the stacked ligature glyph are acceptable renderings of U+0478/U+0479 at this point.

		The brothers and orthodox Slavonic monks Cyrill and Methodius invented the Glagolitic script in Macedonia in the year 863 as an encrypted Greek alphabet with extensions for special Slavic sounds.
		Over the course of the centuries the Cyrillic script was spread and transformed and it was modernized into its current Romanized shape (Grazhdanka) under Tsar Peter the Great.

		Yes, Unicode objects "CYRILLIC LETTER OMEGA WITH TITLO" were probably intended to represent exclamatory omegas, but now at least there is no contradiction between name and glyph shape: object is named "omega with titlo", picture also demonstrates a sort of omega with titlo.
		Cyrillic part of Unicode is common for all times and lands, thus all representative glyphs have to be adjusted to the same common style.

		The other week I worked on a project to “rehabilitate” two already-encoded letters that are badly specified, and which cause problems to people using Cyrillic in the UCS.
