Walter Short Biography | Encyclopedia of World Biography
Short was posted overseas to the U.S. territory of the Philippines in 1907-1908 and then served with commands in Nebraska, California, and the territory of Alaska.
In this position, Short was responsible for the ground defense of the Hawaiian Islands and jointly responsible with the U.S. Navy for the Islands' aerial defense.
Short misinterpreted the message, which was vague in recommending a course of action to field commanders, as a warning to guard against sabotage of his forces by local Japanese sympathizers.

The Seattle Times: Nation & World: As offensives fall short, U.S. to refocus on training Iraqis
Although U.S. commanders have long said training Iraqi forces is an important aspect of securing the country, the planned shift in focus reflects a new, sober assessment by top military and administration officials.
U.S. commanders also are concerned that when the Iraqi elections are over and new leaders are in place, U.S. forces will have less authority to launch offensives that might anger Sunni Arabs — a group the new government will try to win over.
Even after eventually handing authority over to Iraqi troops, U.S. commanders are now planning to have thousands of U.S. troops act as advisers to the nascent Iraqi forces, bolstering their confidence and, they hope, reducing the number of defections.

How Canadians Can Save Taxes on short term assignments in the U.S.A.
Although the typical short term assignment would not involve expenses related to the selling of the family home, there are many tangible and intangible costs involved with two relocations within a short period of time.
If the Canadian employee is present in the U.S. for no more than 183 days during a tax year, and the remuneration is not borne by a U.S. employer nor by a taxable branch (permanent establishment) of a foreign employer, such income is exempt from U.S. taxation, regardless of the amount of U.S. source compensation.
Payments made to Canadian employees to reimburse them for their moving expenses are generally tax-free if the employee has been transferred from one location to another location of the employer or where the employee has accepted employment at a place other than where the employees former home was located.

U.S. Falls Short Of AIDS Rate Goal - CBS News
The figure is double the annual goal of 20,000 new HIV cases laid out by the Centers for Disease Control and Prevention nearly four years ago.
"What has concerned many of us in the United States is the lack of attention to the domestic AIDS problem and complacency on behalf of high-risk groups," Curran said, adding that more counseling, testing and education is needed in the country to prevent HIV.
The increase in HIV diagnoses, along with recent outbreaks of syphilis among that group in major U.S. cities, has concerned health officials, who fear that gay and bisexual men may be growing weary of sexually transmitted disease prevention messages and are abandoning safe sex practices.

 Hausa Vowels
Unlike the difference between short and long a, which distinguishes numerous pairs of words in Hausa, there are few pairs of words which are distinguished only by short i vs. long i or by short u vs.
The short i sounds something like the "i" in English 'it' whereas the long i sounds like the "ea" in 'eat'; the short u sounds something like the "oo" in English 'good' whereas the long u sounds something like the "oo" in English 'goose'.
The distinction between long and short vowels at the end of a word is subtle, having to do with the way the vowel is cut off.
