The Impact of Indian-Americans in a Georgia Congressional District
Funds from Indian-American community members for Georgia campaigns, prior to the turn of the century, went to members of the Georgia Congressional delegation without regards to their stance on issues important to the community.
Thus, the larger part of the Georgia Congressional delegation received monetary support from Indian-Americans with no reason to be held accountable to their interests since the contributors did not do so themselves.
Financial contributions in Georgia put forth by Indian-American donors demonstrate a well-intended form of political participation that did not have positive results due to a lack of political strategy or awareness of the effects.

The Albany Herald - Headlines Archives
The GOP currently holds a narrow 7-6 majority in Georgia's congressional delegation in a state that President Bush twice carried comfortably and where Republicans have won the past three statewide elections.
Egged on by Georgia's congressional Republicans, leaders of the legislature's GOP majorities are expected to announce early this week whether they will scrap the congressional boundaries drawn by Democrats in 2001 when they held sway under the Gold Dome.
Bishop's Southwest Georgia district also has a substantial black population and is one of the last regions in the state where many white voters still lean Democratic.

 Court will study Georgia remap
That ruling struck down a Georgia redistricting plan under which three black Democrats won seats in the state's 11-member congressional delegation.
The nation's highest court last June used a challenge to the Georgia redistricting plan adopted after the 1990 census to rule that election districts drawn mainly to boost black voters' political clout almost always are unlawful.
The lower court's plan was imposed for this year's elections after a congressional redistricting plan that featured three majority-black districts was struck down as the product of unlawful racial gerrymandering.

Georgia's proposed congressional districts... : PrisonersoftheCensus
State legislators in Georgia are currently redrawing the districts of Georgia's Congressional delegation, but by relying on Census data that counts prisoners as residents of the prison location, they are unwittingly diluting the votes of Georgia residents who do not live near prisons.
Georgia's proposed new Congressional districts would each have equal resident populations if they weren't based on Census data that counts prisoners as residents of the correctional facility's location.
Further research would be needed to determine exactly where the incarcerated people counted in each district came from, but this data suggests that the presence of the prisoners in District 12 makes a vote in that district worth 2.6% more than a vote in District 6.

 The New Yorker: Fact
In the Gore state of Michigan, which lost a seat in redistricting, the delegation went from 9-7 in favor of the Democrats to 9-6 in favor of the Republicans—even though Democratic congressional candidates received thirty-five thousand more votes than their Republican opponents in 2002.
In 2002, a Democratic plan in Maryland turned that delegation from being evenly divided to a 6-2 Democratic advantage, and Georgia Democrats gained two seats in the House even though in the same election voters rejected a Democratic governor and a Democratic United States senator.
Even in states where voters were evenly divided, the Republicans used their advantage in the state capitals to transform their congressional delegations.
