The new plan, which takes effect Jan. 1, reduces New York's congressional delegation from 31 to 29 to make up for the state's sluggish population growth through the last decade.
"I am deeply disappointed by the actions of the New York state Assembly, the state Senate and Gov. George Pataki," Gilman, the dean of New York's Republican congressional delegation, said in a prepared statement.

 Legislature Approves New Congressional Lines
The new boundaries, as drawn by the Joint Legislative Task Force on Demographic Research and Reapportionment, add a significant amount of constituents to the 4th Congressional District (C.D.), which currently includes towns like Floral Park, Garden City and Mineola and has been under Congresswoman Carolyn McCarthy's jurisdiction for the last six years.
The new congressional lines, which Skelos deems the result of a "fair and balanced" plan, adhere to the principles expressed in the Voting Rights Act and follow each decennial census of the state's population.
In determining the new congressional lines, Tom Dunham, spokesperson for Skelos who's served as co-chair of the Task Force, said, "Unlike Senate and Assembly districts, which can have population differences of up to 10 percent, Congressional Districts must be virtually the same size.

unlike the DIVIDED COUNTIES outside of the City of New York, the 5 counties which make up the City of New York (each of which is also a Borough of that city) have no meaningful Minor Civil Divisions/County Subdivisions with which to express which part of each county/borough is in which congressional district.
New York County (=the Borough of Manhattan: what most people- even New Yorkers themselves- refer to as "the City" or "New York City") is divided among CDs 8, 12, 14 and 15.
"158 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 31 congressional districts (each congressional district being assigned 4 to 6 National Convention delegates).

All I'm saying is that the mere fact that the presidential results for state X do not match its congressional delegation does not, by itself, indicate that the district lines have been gerrymandered.
Frankly, I think the biggest single step you could take to reforming congressional district boundaries *and* solving the nutty electoral college issues we have is to set the number reps to the Census population divided by the population of the smallest state, rounding up.
The 13th encompasses all of Staten Island, but that's not enough people for a congressional district, so it also includes part of Brooklyn.
