The purpose of the proposed State Highway 130 (SH 130) project is to relieve congestion on Interstate Highway 35 (I-35) and other major transportation facilities within the Austin-San Antonio corridor, improve mobility, and increase accessibility to important public facilities.
One of the facilities planned by TxDOT is State Highway (SH) 130, a 90 mile, six lane, new terrain facility stretching from Seguin, near San Antonio, to Georgetown, north of Austin.
TxDOT states that SH130 has a two-fold purpose: to operate as a bypass around Austin for through traffic and to operate as a commuter relief route to ease congestion along already congested facilities, most notably Interstate Highway (IH) 35.

On June 30, 1930, the 1.5 miles of Getty Ave from existing US-31 (present-day BUS US-31 in modern-day Norton Shores) northerly to Sherman Blvd is transferred to the state, but remains unsigned until the remainder of the route is assumed into the system in two years.
The first realignment at Yuba straightens the route of the highway with the former route being either abandoned or obliterated.

Over 30 States are participating in the development and implementation of State Comprehensive Highway Safety Plans and/or Implementation Guides.
On April 21, 2005, U.S. Transportation Secretary Norman Y. Mineta announced that, while the fatality rate on the nation's highways dropped in 2004 and alcohol-related crashes were down, the problem of highway deaths is a "national epidemic" and cost society $230.6 billion a year, about $820 per person.
These activities are part of the implementation of the AASHTO Strategic Highway Safety Plan toward achieving a national fatality of rate of 1.0 death per 100M VMT by 2008.
