Waxman's report, prepared by the Government Reform Committee's Democratic staff, drew on data from the Federal Procurement Data System, which is part of the General Services Administration.
These include situations in which the case is unusually urgent; disclosing an agency's needs could jeopardize national security; only one source can provide the necessary work or goods; or the public is better served if there is not full competition.

Despite strong bipartisan support for overhauling the Postal Service, congressional leaders are not making legislation enough of a priority, House Government Reform Committee Chairman Tom Davis, R-Va., said Monday.
That attitude is at odds with "the strong support, by both Republicans and Democrats, in both the House and the Senate [government operations committees] to pass reform this year," Davis said.
Davis said he is working with Government Reform ranking member Henry Waxman, D-Calif., to write a House bill, and he praised similar bipartisan cooperation in the Senate between Governmental Affairs Chairwoman Susan Collins, R-Maine, and panel member Sen. Thomas Carper, D-Del.

Thus, while military retirement, unemployment compensation, and Medicare are intended to be exempt from “reconciliation” reductions according to the Budget Committee chairman, no rule would prevent the Government Reform Committee from meeting its $38.3 billion target in part by cutting those three programs, if it chose to do so.

The House Government Reform Committee could approve postal restructuring legislation as early as next week, and the Senate Governmental Affairs Committee will likely consider a bill before the Memorial Day recess, Congress Daily/A.M. says.
Advocates on all sides of the issue say they are waiting and watching to see what kind of bill the House committee approves and how strong of a consensus Government Reform Chairman Davis can build, Congress Daily/A.M. reports.
If the House and Senate committees show strong bipartisan support for the bills, Cerasale said, he will begin working aggressively to convince non-committee members of the need for postal overhaul.

The House Government Reform Committee began circulating a draft Monday night of the postal overhaul bill it will mark up Thursday, but some commercial mailers say the bill is too weak to save the beleaguered Postal Service.
The 126-page draft, which Government Reform Chairman Tom Davis, R-Va., will introduce sometime before Thursday's markup, includes many provisions recommended by the President's Commission on the Postal Service last July, including mandated transparency regarding the agency's finances, costs and operations.

Davis most recently led the Government Reform subcommittee on technology and procurement policy.

A House Government Reform Committee staff report published this week criticized the FDA and the CDC for routinely allowing scientists with conflicts of interest to serve on two influential advisory committees that make recommendations on vaccine policy.
The Government Reform Committee staff report found that the majority of members of both committees have financial ties to vaccine manufacturers or hold patents on vaccines under development.
One member of the CDC's advisory committee who was not allowed to vote on the rotavirus vaccine because of a conflict was allowed to participate in closed-door working group meetings that drafted the committee's recommendations for the vaccine.
