Early in the first Congress a select committee on ways and means was formed, but subsequently was disbanded when Alexander Hamilton was appointed Secretary of the Treasury and the House chose to let him handle a large part of the financial matters of the new nation.
The idea of a "committee on ways and means" to handle the financial matters of a legislature is older than the Federal Congress, having been used in the English Parliament and the colonial and State legislatures in America.
The Ways and Means are still preserved, and their future duty is to provide "ways and means," that is, raise revenue for carrying on the Government.

This means that if CBO's projection for 2006 is off by the average amount that its forecasts for the fifth year have been off in the past, its projection of the surplus in 2006 will be off by $400 billion.

The First House of Representatives in 1789 formed the Ways and Means to fulfill Article I, Section 7 of the Constitution that reads, "All bills for raising Revenue shall originate in the House of Representatives." Since 1789, the House Ways and Means Committee has served as the chief tax writing committee for all of Congress.
The first bills the Ways and Means Committee passed in this Congress were a tax cut for the wealthy funded by a $270 billion cut in the Medicare program, a radical welfare bill that would have thrown millions of children into poverty, and provisions that allowed companies to raid their workers’ pension assets.
When all the talk and promises are over, there is one committee in Congress that will debate what the tax policy of the U.S. will be: the Committee on Ways and Means.
