The Parliament of the Federal Republic of Germany (FRG) consists of a lower house, the Bundestag, whose members are directly elected by universal adult suffrage, and an upper house, the Bundesrat, composed of representatives appointed by the Länder.
As a result, for the 1953 election the five percent threshold was set at the federal level, and the number of parties represented in the legislature dropped to seven.
Prior to the German reunification of 1990 (in which the Länder of the German Democratic Republic were incorporated into the FRG), there were 496 seats in the chamber: for the post-reunification legislative elections held in 1990, 160 seats were added to represent the new Länder and Berlin.

After losing a House of Assembly by-election to the CP in the constituency of Potchefstroom, the government held a referendum on March 17, 1992, in which the white electorate was asked whether it supported the continuation of the reform process aimed at a new constitution through negotiation.
In the 1981 general election the PFP, led since 1979 by an Afrikaner, Dr. Frederik van Zyl Slabbert, increased its representation in the House of Assembly to 26 seats, consolidating its position as the Official Opposition to the NP.
The elections were to be held under an interim constitution, approved on November 18 by the multi-party conference, and by Parliament on December 22.

In recent months some right-wing Bloc MPs have quit or been expelled from the parliamentary caucus; one, the Bloc's former House leader, ran for the ADQ and defeated a PQ cabinet minister in this month's election.
In my opinion, however, the election results are not a clear indication of a decline in support for Quebec sovereignty, which in recent opinion polls has averaged close to 45%, about where it was at the outset of the 1995 referendum campaign.
In the months ahead, many UFP members will no doubt be reflecting on how to take advantage of the inevitable crisis in the PQ in the wake of its election defeat.

In fact, in every election since 1970 where there was a large swing in seats--1980, 1982, and 1994--there was unusually broad agreement among voters over who controlled the House of Representatives.
Referencing long-term National Election Survey data, I noticed that whoever the electorate thought was in charge of the House of Representatives tended to lose seats in the House of Representatives.
Since 1970, there have been eight congressional elections where 64% or more of the voting public held the same opinion on which party controlled the House of Representatives.
