 SI Background
This board was tasked to coordinate and plan the increasing use of the metric system and to devise a plan for voluntary conversion.
The deadline by which all agreements, contracts, and plans processed by individual states for federally-funded highway construction were to be in metric units was canceled by Congressional action, leaving metric conversion as voluntary but still recommended to comply with the Omnibus Trade and Competitiveness Act of 1988.
The organizational name was later changed to the U.S. Metric Association (USMA)."

Metrication - MC Magazine Fall 2003 - Concrete Publications - NPCA
A “hard” metric dimension is attained by strictly designing and producing a product in metric dimensions, while a “soft” metric dimension is found by converting the dimensions of an already manufactured inch-pound product to an approximate equivalent metric dimension as would be the case with rebar, which would simply be renamed in metric dimensions.
Since most clay masonry bricks are within a millimeter or two of metric modular sizes, a slight variation in mortar widths can accommodate the 100 mm building module, but it is not as easy for concrete masonry unit products that are too big to fit within a 100 mm module.

FINAL REPORT OF THE METRICATION BOARD (1980)
Metrication Board publishes 'Metrication in the Retail Trade': a report on programming the change.
The Price Commission found that metrication had not resulted in increases in retail unit prices, and the Board's Monitoring of retail prices since the summer of 1979 onwards points to the same general conclusion.
2.1 During 1979 the Board discussed with some one hundred organisations representing the trade and its suppliers the possibility of achieving a voluntary time-tabled change to metric for retail sales of weighed out foods, fabrics, floor coverings, DIY and hardware products.

USMA Certified Metrication Specialist (CMS) program
It is a carefully monitored program under the direction of some of the nation's top metric-system experts who operate as the USMA Certified Metrication Specialist Board.
Certified Metrication Specialist (CMS): Requires knowledge of the commonly used SI metric units and symbols, plus the rules for using these everyday units and the ability to perform calculations with the everyday units.
A CMS applicant does not have to be a member of the USMA to become a Certified Metrication Specialist, and being a member of the USMA does not automatically confer CMS status.

 Welcome to Riverside County, California
On November 3, 1998, the Riverside County Board of Supervisors adopted a comprehensive resolution (Resolution No. 98-331) that minimizes the County’s efforts toward metrication and limits its use to only those situations in which it is mandated by others.
And furthermore, that metrication will not be imposed upon others by Riverside County, however metric submittals may be accepted at the discretion of each affected County department, agency, and special district where there is no perceived conflict with other affected plans.

 Metrication
In the United Kingdom, the anti-metrication cause is also linked with distrust of the European Union, although metrication had been government policy since 1953 and the process was initiated by the government establishing the Metrication Board in 1969, four years before joining the EC.
Metrication, or metrification, is the process of converting from the various other systems of units used throughout the world (especially the " Imperial " or " American " systems that derived from the United Kingdom), to the metric or SI (Systčme International) system.
Metrication generally requires legislative action to overcome resistance and inertia among populations familiar with another system, i.e.

BBC NEWS World Europe Spain tanker risks four-year leak
The heavy fuel oil on board the wrecked vessel is currently leaking from 15 cracks in the hull at the rate of up to 125 metric tons a day.
The revelation of a prolonged, slow loss of the 60,000 tons on board confirms the worst fears of the Spanish Government, which had hoped that the cold temperatures and high pressure would solidify the oil.
A Dutch firm is preparing an ambitious plan to pump the remaining oil to the surface, in an operation which would be among the most complex salvage bids ever attempted.

Major testing organizations frequently discount the use of state's average test score rankings, or any average of scaled scores, as a valid metric (see psychometrics for more details on scaled test scores).
In 2000, Bush and the state legislature acted to abolish the Florida Board of Regents that governed the State University System of Florida and created a Board of Trustees to govern each university.
Governor Jeb Bush has been criticized by many Florida educators for a program that penalizes underperforming schools (as indicated by standardized tests, most prominently the FCAT) with fewer funding dollars, though supporters claim the program's tough measures have resulted in vast improvements to the education system.

Metric usage and metrication in other countries
Metrication effectively began in Australia in 1966 with the successful conversion to decimal currency under the auspices of the Decimal Currency Board.
The Metric Conversion Board spent a total of $5 955 000 (Australian) during its 11 years of operation, and the Commonwealth Government distributed a total of $10 000 000 to the States to assist them in the conversion process.
This was the basis on which the Board decided to maintain a low key, and to concentrate on public education by involvement in day-to-day transactions in metric units rather than by more formal methods.

It was established in the wake of the May 1965 decision by the President of the Board of Trade to convert to the metric system, which in turn had resulted from widespread support by commerce and industry following the recommendation of the Committee on Weights and Measures (Hodgson Committee) in 1950.

British thermal unit - Wikipedia, the free encyclopedia
The British thermal unit (BTU or Btu) is a non-metric unit of energy, used in the United States and, to a lesser extent, the UK (where it is generally only used for heating systems).
The BTU should not be confused with the Board of Trade Unit (B.O.T.U.), which is a much larger quantity of energy.
A BTU is defined as the amount of heat required to raise the temperature of one pound avoirdupois of water by one degree Fahrenheit; specifying the temperature range over which this happens leads to a number of slightly different BTU values, varying over a range of about 0.5%:

Observer Britain gave an inch. Now the EU wants 1.609km
Forty years after the government created the Metrification Board with the aim of completing the transformation to metric within a decade, any suggestion that Britain should rid itself of such national idiosyncracies remains, commentators believe, political suicide.
When Margaret Thatcher came to power in 1979, she was determined to bring any move towards metrification to a halt, sparking an EU directove declaring the metric system compulsory.
Although Whitehall sources countered last night that there is no prospect of banning pints in the immediate future, pro-metric campaigners were already claiming that by the end of the decade, Britain's growing army of drinkers could be swilling 568ml of ale before hopping in a taxi for the 1.609km journey home.
