Brown, dubbed the father of Senate reform following two decades of fighting for it, "won" a similar election in 1998 along with Dr. Ted Morton, but neither was ever chosen to serve.
The three winners in yesterday's Alberta Senate Nominee election could face a long wait -- perhaps forever -- before joining the upper chamber.
One of Alberta's current senators, Ron Ghitter, appointed to succeed Canada's only elected member of the upper house, said the vote is a waste of time.

 Law & Judicial Elections
Ideally, every two years at election time, as many good lawyers would apply to the constitutional selectors of judges, the voters, as apply to the governor for appointment when a vacancy occurs as a result of a midterm resignation.
The drafters of our state constitution here in Minnesota decided that direct election of judges is the only way to keep the appointment of judges out of the hands of the elite and to keep judges accountable to the people and not just to lawyers.
The answer, you say, to the problem of "politics" in judicial selection by governors is not direct election of judges but "judicial commissions." But that just transfers the "politics" of selection to the commission members.

 Airdrie Echo, Airdrie, AB
Historically, Alberta has had some success with its senators-in-waiting: after the province’s first Senate nominee elections in 1989, the late Stan Waters was elected as Alberta’s first senator-in-waiting and later, became Canada’s first elected senator when former prime minister Brian Mulroney appointed him to the Senate in 1990.
The cost of holding the Senate nominee election in conjunction with the provincial election is approximately $3 million, a cost which the province said is less than if the election was held on its own.
Of Alberta’s six seats in the 105-seat Canadian Senate, three are vacant and 10 Albertans — some representing political parties and some not — have put their names forward in hopes of being elected to fill one of those seats.

Breaux Not Running? (Louisiana Senate Seat Could be Wide Open)
Senate races have been getting increasingly ideological in the last few election cycles; so the GOP's odds are looking better and better in Bush states.
During last year's election, the press hinted as to him running against Mary Landreau, and she was sweating bullets until he decided not to run.
Breaux is simply tired of being a useless senator in the minority party, and I'm guessing that a lot of these Democrats are convinced that they ain't going to regain control of the Senate for a long time.

 YORK UNIVERSITY MEDIA RELEASE
Monahan said the Court's 1998 Vriend decision was by far the most controversial of the dozen cases in which statutes have been ruled invalid over the past three years.
That decision provoked a spirited debate in Alberta over whether the notwithstanding clause ought to be used to overturn the Court's ruling, with Premier Ralph Klein ultimately deciding that the notwithstanding clause ought not to be used because the Court's opinion was right.
In it, the Court ruled that Alberta's human rights legislation was unconstitutional because it failed to prohibit discrimination on grounds of sexual orientation.

Should the Australian Electoral System be Changed? (Current Issues Brief 10 1998-99)
After three uncontroversial elections in the first decade, in the 1910 election all 18 Senate seats were won by Labor, and in 1917 the eighteen were all won by the Nationalists.
Despite the near-defeat of ACT Liberal Senator Margaret Reid in 1998, the twenty ACT and Northern Territory Senate contests since 1975 have seen half the seats won by the Coalition and half by the ALP.
One unanticipated consequence of the 1948 change to proportional representation for Senate elections, has been the propensity of many voters to vote for one party in lower house elections and for another for the upper house.
