President Elect - Articles - An analysis of the U.S. Presidential Election of 2000
Eleven states (Alaska, Utah, Wyoming, Idaho, North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, Indiana, and Virginia), now worth 62 Electors in the Electoral College, haven't voted for the Democratic Party ticket in a presidential election for 36 years – nine elections in a row.
Democratic candidates in presidential elections over the past half-century have won an average of 46.1% of the popular vote.
Within days of her own election, Hillary Clinton said "I believe strongly that in a democracy, we should respect the will of the people and to me, that means it's time to do away with the Electoral College and move to the popular election of our president." Bi-partisan proposals are already going forward in Congress.

 POLI423
This course examines the subject of U. Presidential selection in its full generality, including normative criteria for Presidential selection processes; the creation, evolution, and contemporary structure of the Presidential selection process; and the strategic considerations that derive from this structure.
In the face of weakening party structure and the potential for third candidates in Presidential elections, we will give special emphasis to the problem of multi-candidate elections, a problem that is also relevant to major-party Presidential nominating procedures.
Particular attention is given to the design and evolution of the Electoral College, its contemporary function as a vote counting mechanism (with particular reference to the 2000 election), and proposals for its reform or abolition.
