UC Santa Cruz students and campus police clashed during a visit by the UC regents on Wednesday when protesters blocked entrances at the meeting hall.
Trey Davis, a UC spokesman who was inside the hall when the trouble began, said his understanding was that three protesters tried to push their way past the guards, prompting one of the guards to use pepper spray.
UC spokeswoman Irwin said one of the protesters was cited for three felony counts of battery on an officer.

The University of California, Santa Cruz has announced a grant of $9.1 million from the Gordon and Betty Moore Foundation to establish a Laboratory for Adaptive Optics.
The new facility complements UC Santa Cruz's Center for Adaptive Optics, which focuses on the advancement of adaptive optics technology in astronomy and vision science.
"This grant builds on [UC Santa Cruz's] existing strengths in astronomy, astronomical instrumentation, and adaptive optics, and we are extremely grateful to the Moore Foundation for their very generous support of this important work," said UC Santa Cruz chancellor M.R.C. Greenwood.
