It evaluates the performance of the UK intelligence agencies and presents summaries to the Prime Minister and other ministers.
Full details of the UK central intelligence machine, of which the JIC is part, are set out in a now somewhat dated official document at [3] JIC meetings are in two parts: the first at which Australia, Canada and the US are represented; and the second, with no foreigners present.
JIC members John Scarlett and Sir Richard Dearlove (head of MI6, the Secret Intelligence Service) gave evidence to the Inquiry in which they argued that the words used in the dossier were consistent with their assessment of the intelligence available at the time.

Guardian Unlimited Politics | Special Reports | Blair 'not interested in intelligence agencies'
The key committee on the intelligence services (CSI) - which is chaired by Mr Blair and includes the deputy prime minister, the chancellor, and the home, foreign and defence secretaries, still had not met, the ISC said in its annual report.
Committee members did not believe that their probe into the war on Iraq would be blocked by ministers or the prime minister.
The committee's report went on to reveal that a "small number" of UK companies were still trying to breach export restrictions which were in place to prevent the global proliferation of weapons of mass destruction.

 DAWN - Features; 16 October, 2004
UK government officials in Whitehall, London, knew long before that vote that much of the intelligence in the September dossier was unsound.
At this point Elizabeth Wilmshurst, the deputy legal adviser to the UK Foreign Office, resigned and subsequently protested that "the conflict in Iraq was contrary to international law".
We are left with the unsettling conclusion that the legal case for the war collapses among the rubble of false intelligence in the same way as the political justification.

The CIA was simply furious that the Pentagon had butted in on the business of intelligence assessment, which is their bailiwick - particularly when it comes to gaining the ear of the president.
Most of the time the UK's intelligence position on any matter, including the celebrated "dossiers", is likely to be at least partly built on the American point of view.

The warning was made public on Thursday by a UK parliamentary committee investigating the intelligence used in the run-up to war.
The JIC, which includes the heads of the UK's three intelligence and security agencies, judged that al-Qaeda and associated groups were by far the greatest threat facing the west, and "that threat would be heightened by military action against Iraq," according to the report of the parliamentary committee.
While the parliamentary report demonstrates a pattern of selective and at times misleading use of intelligence to build the case for war, it exonerates the Blair government's central claim that intelligence was not distorted for political ends in its controversial September, 2002 dossier.

A centralized intelligence service with all its experts under a "single roof" and administered by a civilian leader was thought to be the necessary antidote for the ills associated with the JIC apparatus.
