The UK government used this opportunity to trial all-postal voting in both the local and European elections across four regions : North East, North West, East Midlands, and Yorkshire and the Humber.
The ruling Labour Party polled poorly in the local elections, and was beaten into third place, in terms of share of the vote, after the Conservative Party and the Liberal Democrats.

It is relatively easy to stand for election as an independent candidate, although wins are very rare and usually involve special circumstances (for example Martin Bell's 1997 victory against the discredited Conservative MP Neil Hamilton was aided by the major parties standing aside and not contesting the election).
Local elections elect councillors forming the local administrations of the United Kingdom are elected.
In years with a general election it is usual practice to hold both general and local elections on the same day.

 UK Parliament - elections
In between general elections, by-elections are held as necessary to elect a new Member of Parliament to an individual constituency.
The election timetable is then halted and starts again from the beginning of the timetable 28 days after proof of death has been received by the returning officer.  This new poll is not a by-election, but a delayed poll of the general election.
In the 1992 parliament, there were 651 constituencies rising to 659 from the 1997 general election but this was reduced by 13 seats in Scotland from the 2005 election making a total of 646 constituencies.  Constituencies range considerably in area and in the number of electors.

Elections in Hull are held by thirds and not wholes.
There were no local elections in 2005 but there was a Parliamentary Election (the longest interval between Parliamentary Elections is five years but one can potentially be called sooner).
Polling hours for local elections are the same as for parliamentary elections: 7am to 10pm.
