UK ROAD TAX AND CHEAP VEHICLE INSURANCE IN UK Every vehicle kept or used on a public road legally requires road tax, vehicle insurance and for vehicles over 3 years old, an MOT test in UK.
Vehicles are only exempt from road tax if a statutory off road notification is completed which declares that the vehicle is not kept or used on a public thoroughfare.
Road tax reminders are sent to the registered vehicle owner just prior to date of expiry and the new disc must be displayed on the vehicle of the windscreen to which it relates.

The primary aim of the change is that HGVs from the UK and the continent pay exactly the same to use British roads (removing the ability of foreign vehicles to pay no UK tax).
However, it is also expected that the tax will be used to influence routes taken (charging lower rates to use motorways), reduce congestion (by varying the charge with time of day), and encourage low emission vehicles.
In June 2005 the government announced plans to adopt a similar road user charging scheme for other road vehicles, which would work by tracing the movement of all vehicles using a telematics system.

 SORN
Statutory Off Road Notification, or SORN as it is known, is a new system which came into effect as at 31st January 1998, as the DVLA were concerned that vehicles not taxed were not stored or used on public roads.
Consequently, when a vehicle's tax runs out and is not renewed or a Tax Disc is returned, the Registered Vehicle Keeper is required to make a Statutory Off Road Notification, that the vehicle is not kept on public roads and the storage arrangements are to be given.
Failing to declare an SORN could result in a £1,000 fine or 3 months imprisonment.

The Revenue said it was conducting a pilot of the form involving around 50,000 taxpayers based in different parts of the UK, including tax districts Belfast, Coventry and Wey Valley.

The new policy offers a three-year subscription deal, under which companies are asked to pay an up-front payment and then buy software at a small discount when released, or else buy new software each time they need to upgrade.
Microsoft had claimed that the new structure would actually decrease costs for 30% of companies; cause costs to remain the same for 50%; and increase costs slightly for 20%.
