Territories are listed under their official UN designations; those that are not UN member states are marked with an asterisk (*).

The UN Human Development Index (HDI) is a comparative measure of poverty, literacy, education, life expectancy, childbirth, and other factors for countries worldwide.
The index was developed in 1990 by Pakistani economist Mahbub ul Haq, and has been used since 1993 by the United Nations Development Programme in its annual Human Development Report.
Worsening education, economies, and mortality rates have contributed to HDI declines amongst countries in the first group, while HIV/AIDS and concomitant mortality is the principal cause of decline in the second group.

HDI, which usually is used as reference yardstick, is less about the human development than about the state's ability to present the picture according to its interests.
Longevity isn't something that can be played easily by the governmental statistics, although given that small changes in life expectation lead to big changes in the place the county occupies, it won't be surprising to hear that some authoritarian regimes are ready to put 3-4 additional months to their citizens average lifespan.

The report and the index are replete with paradoxes in the play of technology in a region whose constituent countries figure dismally in terms of its human development index (HDI), a UN-developed yardstick of life expectancy, education and standard of living.
UN experts speaking about the report in Bangkok last week said India had not yet "diffused" the benefits of the information technology boom in selected hubs such as Bangalore.
But skeptics say that the UN report may be relying too much on information technology when a lot of more basic poverty problems exist in the region and in other parts of the world.

In the ranking done annually by the United Nations Development Programme (UNDP), India has made progress on the HDI value, which has gone up from.595 in 2004's report to.602 this year, but it is again ranked at 127 amongst 177 countries.
On the Human Poverty Index (HPI-1), India's rank is a modest 58 amongst 103 developing countries.
The HDI combines measures of life expectancy, school enrolment, literacy and income to allow a broader view of a country's development than does income alone.
