The record of human rights violations including arbitrary arrests, detention without trial, deaths in custody, disappearance, arbitrary killings and disregard for the norms of international human rights and humanitarian law in Sri Lanka continue to be matters of grave concern deserving serious attention and effective course of action.
It is particularly egregious and a serious human rights violation for the government to deny food, medicine and medical care to the displaced, the infirm, the disabled, the children and the disadvantaged and to use food or medicine and medical supplies as a political tactic or weapon of war victims of war.
The two UN International Covenants declare that "All people have the rights to self determination." In the words of legal scholar Professor Chen, the right to self-determination is 'deeply rooted in the concept of human dignity" He maintains that self-determination has as its heart the people's wish to be '`active agents of their own history".

So I entirely agree with you, the concept of human rights is not localised, it is universal and we're talking about the concept of humanity as a whole, not particular people in a particular country.
So I believe that if the UN is firm on these kinds of things and they say look we've got to go on the basis of international rights for all the humans of the world, we can do that.

That Organization should request the adoption of new texts of their fundamental human rights: the sacred right not to be drafted into military service or war service, the right not to kill and not to be killed, not in the name of a nation, religion, race or anyone else.
Human groups which are not yet covered by declarations of human rights should work on them and ask for their debate and adoption by the United Nations.
Having just now followed the UN extraordinary General Assembly convened to assess the road covered since the UN Rio de Janeiro world conference on the environment of 1992, I was appalled by the resistance, slowness, if not opposition of many governments, including major ones, to act upon the recommendations and agreements of the Rio Conference.

Given the recent history of human rights violations against East Timorese people and denial of their fundamental freedoms, it is vital that East Timor embraces human rights at an early stage in its development and seeks to ensure that the country's laws, policies, programmes and institutions are founded on international human rights standards.

The web can be a tremendous tool for obtaining and disseminating human rights information, and a number of international bodies, educational institutions and non-governmental organizations have created sites that make all our work much easier.
The website is updated almost daily, with the most current news and statements from the different UN bodies, which are conveniently presented on the main page of the site.
Activists and researches would do well to use the site to search for information on human rights that they can use in their work - the UN puts out an incredible amount of information, some on rather esoteric human rights topics, and much of it is available online.

Among the most common human rights documents online are treaties and conventions, reports on human rights violations on specific countries, death penalty information, human rights news and actions on behalf of victims of human rights violations.
On the other hand, the latest human rights information is often not available on the web either (though it may have been distributed through mailing lists), as few organizations have the resources necessary to immediately place all new information on their sites.
The Human Rights Library contain decisions from UN human rights bodies in individual cases that are not available at the UNHCHR site, and the decisions from the Inter-American Court of human rights that are not yet available elsewhere.

With this appeal the WCC is responding to a statement of the Communion of Churches in Indonesia (PGI) on "Maluku Human Tragedy" that was issued on Saturday, July 8, in Jakarta, and that was received by the WCC yesterday.
It is now two weeks since the Indonesian Government declared a state of Civil Emergency, an action of extreme measure, to control the violence in the Malukus, but it continues unabated resulting in grave and serious human rights violations and crimes against humanity.
Given the gravity of the situation, the World Council of Churches appeals to you to undertake an immediate visit to Indonesia and urge the Government to stop the human rights violations and atrocities being committed in the Malukus by intruders backed and supported by the Indonesian army.

Louise Arbour was appointed High Commissioner for Human Rights by the Secretary-General and approved by the General Assembly, effective 1 July 2004.
