	United Nations Commission on Human Rights - Wikipedia, the free encyclopedia
		It is a subsidiary body of the UN Economic and Social Council (ECOSOC), and is also assisted in its work by the Office of the United Nations High Commissioner for Human Rights (OHCHR).
		The Commission on Human Rights aims to examine, monitor and publicly report on human rights situations in specific countries or territories (known as country mechanisms or mandates) as well as on major phenomena of human rights violations worldwide (known as thematic mechanisms or mandates).
		In 1977, the commission formed a “Sub-Commission to study, with a view to formulating guidelines, if possible, the question of the protection of those detained on the grounds of mental ill-health against treatment that might adversely affect the human personality and its physical and intellectual integrity”.

		As I mentioned in my address to the Commission last year, human rights violations are a major factor in causing the flight of refugees as well as an obstacle to their safe and voluntary return home.
		It is linked both to the human right to seek and enjoy asylum from persecution, and to the rights to life and to freedom from torture or other cruel, inhuman or degrading treatment or punishment.
		It may be useful for the Commission to examine and address, through the various mechanisms at its disposal, human rights situations in countries of origin that have or threaten to give rise to coerced displacement of people.

		UN Secretary-General Kofi Annan and UN High Commissioner for Human Rights Mary Robinson earlier called on the Commission to ensure that counter-terrorist measures were not used as a pretext for suppression.
		If the Commission is to live up to its role as the UN's primary human rights body it must consider human rights on their merits rather than protect the narrow self-interests of the governments that make up the Commission.
		The Commission also adopted a Chairperson statement on the human rights situation in Colombia which supports the extension of the mandate of the Office of the High Commissioner for Human Rights in Bogota and urges the Colombian Government to further develop their cooperation with the Office.

		If the human rights situation in a given country is serious, the Commission may adopt a critical resolution and/or appoint an independent investigator known as a Special Rapporteur to investigate and report on violations.

		She cited the case of Anoja Weerasinghe, an actress whose house was attacked on 24 December 1999 and 2 January 2000 reportedly because of her political activities, including speaking in support of the United National Party and picketing peacefully in Veyangoda on 17 November 1999 to protest attacks against actors and actresses.

		The draft resolution draws the attention to a range of human rights violations occurring in Myanmar: civil, political, economic, social and cultural rights.

		I usually take this floor at each session of the UN Commission on Human Rights since 1991 to present the case of 1990 general elections in Burma with the hope that the commission could help accelerate the process of democratization which is vital for the improvement of overall human rights situation in my country.
		I fully agree with the concluding remark of former UN Human Rights Special Rapporteur, Judge Rajsoomer Lallah, who said, "The lack of respect to the rights pertaining to democratic governance is the root cause of various forms of human rights violations in Burma".
