U.N. Resolution 425 was implemented 8 days after the March 11, 1978 Coastal Road Massacre terrorist attack on an Israeli bus in the Tel-Aviv area which resulted in the death of 37 Israelis and the injury of 76 more.
The resolution was deemed necessary after the IDF entered southern Lebanon three days later, to clear out the PLO terrorist bases that were located south of the Litani River (Operation Litani).
The UN Secretary-General had concluded that, as of June 16, 2000, Israel had withdrawn its forces from Lebanon in accordance with resolution 425 (1978).

In the 20 years since, there has been no compliance by Israel with this demand for immediate and unconditional withdrawal.

It is the IDF withdrawal line, which UN experts have determined by their interpretation of UN Security Council Resolution 425 of March 1978.
It is reasonable to assume that if the UN surveyors, along with those from Lebanon and Israel, had tried to make a final determination of the international borderline of 1923, they would certainly have found deviations of several meters along many sections.
Hence the UN had no choice but to determine the IDF withdrawal line - the Blue Line - using Resolution 425 as its starting point.
