Resolution 1559 on 2 September 2004: calls on Syria to cease intervening in Lebanese internal politics, withdraw from Lebanon, and for the disbanding of all Lebanese militias.

 BYPASSING THE SECURITY COUNCIL
Resolution 687 is a detailed resolution that sets the terms for a formal cease-fire; it includes provisions on, inter alia, settling the boundary dispute between Iraq and Kuwait; establishing a demilitarized zone; eliminating Iraq’s chemical, biological and nuclear weapons capability; continuing economic sanctions; and setting up a compensation fund.
Resolution 686 explicitly refers to paragraph 2 of Resolution 678, the "all necessary means" authorization, and "recognizes" that it "remain[s] valid" "during the period required for Iraq to comply with" the terms of the provisional cease-fire.
The Security Council President’s January 11 statement on behalf of the Security Council "reaffirms that the boundary was at the very core of the conflict" and that in Resolutions 687 and 773 the Security Council had guaranteed the inviolability of the border and undertaken to take all necessary measures to that end as appropriate.

The UN Security Council resolution for a ceasefire to the fighting in Lebanon is certainly good news in terms of ending the carnage.
The resolution simply refers to the “conflict between Hezbollah and Israel.” While preliminary estimates indicate that Israel was responsible for far more death and destruction than Hezbollah, the resolution refers to the suffering of “both sides,” implying symmetry in the two countries' experiences.
The inability of the UN to stop the fighting earlier and the weakness of the resulting compromise demonstrate that the power of the United States in the Security Council severely restricts the UN from fulfilling its principal mandate to prevent aggression by one state against another.

The language used in the resolution is very compromising, and the resolution stops short of explicitly authorising UN troops to use force, and denies Israel its demand for a completely new multinational force.
