This model of `delegated enforcement action' is not explicitly mentioned in the UN Charter as one of the methods available to the Security Council (with the exception of enforcement action by regional arrangements or agencies: Article 53(1)).
When the United Nations Security Council provides the authorization for countries to use force, these countries are fully accountable for their actions to the Council through a clear system of reporting and accountability, which is not adequately covered in resolution 678 (1990).
To accommodate these concerns, the preamble of Resolution 1203 reaffirmed that `under the Charter of the United Nations, primary responsibility for the maintenance of international peace and security is conferred on the Security Council'.

And the objective indicated in Resolution 678 (Iraq) was `to uphold and implement resolution 660 (1990) and all subsequent relevant resolutions and to restore international peace and security in the area'.
If the Security Council were to formulate the mandate in very precise terms, if it were to give authorizations only for a brief period (for example, lasting one or a few months), and if extensive and frequent reporting were to be required, the difference between that operation and a proper UN operation would become small.

Freedom in the World 1998-99: Peter W. Rodman   (Site not responding. Last check: 2007-10-22)
In the early '90s, an unusual degree of consensus was apparent among the five permanent members of the United Nations Security Council--reflected most dramatically of all, of course, in the mandates that the Security Council gave to the U.S.-led coalition in the Gulf War.
If a Security Council endorsement proved unobtainable, the United States was prepared to pursue its course with whatever "coalition of the willing" could be cobbled together, invoking the inherent right of collective defense recognized in Article 51 of the UN Charter.
And, while the United States was prepared to consider UN involvement on a case-by-case basis, it was not prepared to establish the blanket principle that a UN Security Council mandate was required for all such activities.

The UN mandate had three primary objectives: 1) Neutralize armed opposition and create a secure environment for restoration of the legitimate government of Haiti; 2) Restore and preserve civil order; and 3) Be prepared to pass responsibility for military operations in Haiti to the UNMIH.
UNMIH was scheduled to assume responsibility for Haitian security at the end of March 1995 with a force of approximately 6000.
After Haiti was declared safe and secure in early January 1995, the composition of the MNF changed so that when UNMIH assumed responsibility on March 31, 1995 almost all of the international forces were actually in Haiti, thus ensuring there would be no gap in capability to control Haitian security during the hand-off.

The resolution is quite detailed, containing 27 operative paragraphs and a long preamble.  This Insight will address only those provisions that have noteworthy legal significance, after considering three overarching international law issues that the resolution arguably raises.
[4]   The U.N. General Assembly has emphasized the principle that “the authority to govern shall be based on the will of the people, as expressed in periodic and genuine elections.” [5]   Resolution 1483 may be seen as a further step in the development of this principle.
As mentioned above, Resolution 1483 confirms that the United States and United Kingdom are occupying powers in Iraq.  It specifically calls upon them to comply fully with the obligations on occupying forces imposed by the Geneva Conventions of 1949 and the Hague Regulations of 1907.
