The United Nations Transitional Administration in East Timor (UNTAET) provided an interim civil administration and a peacekeeping mission in the territory of East Timor.
Its responsibilities included providing a peacekeeping force to maintain security and order; facilitating and coordinating relief assistance to East Timorese; facilitating emergency rehabilitation of physical infrastructure; administering East Timor and creating structures for sustainable governance and the rule of law; and assisting in the drafting of a new constitution and conducting elections.
UNTAET was established on October 25, 1999 and was abolished on May 20, 2002 with most functions passed to the East Timor government.

In a "popular consultation" of the East Timorese people organized by the UN Secretary-General in August 1999, the people rejected a special autonomy for East Timor within the unitary Republic of Indonesia and chose to begin a process of transition toward independence.
Soon after, the Transitional Administrator, in consultation with East Timorese political leadership, established the National Consultative Council (NCC), a political body consisting of 11 East Timorese and four UNTAET members, to oversee the decision-making process during the transition period leading to independence.
The Constituent Assembly and a new East Timorese Government were to govern East Timor during the remaining transitional period before its independence as a democratic and sovereign State.

The transition period was to begin on 6 September 1991, with the referendum to be held in January 1992.
As one UN official who was in Dili at the time now muses, if the intention had been to prevent East Timor’s independence this could have been achieved easily by the late night murder of a few UN Volunteers, or the selective torching of a couple of buildings used by expatriates.

UNTAET was established on 25 October 1999 to administer the Territory, exercise legislative and executive authority during the transition period and support capacity-building for self-government.
East Timor became an independent country on 20 May 2002.
Also that day, UNTAET was succeeded by the United Nations Mission of Support in East Timor (UNMISET) established by Security Council resolution 1410 of 17 May 2002 to provide assistance to core administrative structures critical to the viability and political stability of East Timor.
