  The UN "Reform" Bandwagon
UN reform, it seems, has become a near universal obsession, with Democrats and Republicans, liberals and conservatives all in agreement that the UN must be reformed — and soon.
The current reform drive is being fueled by a series of UN scandals that have been keeping the UN's professional spinmeisters and their allies in Congress and the media operating in nonstop damage control mode.
Riding point for the UN "reform" chorus is a bipartisan task force created by the U.S. Congress last December and led by former House of Representatives Speaker Newt Gingrich, a Republican, and former U.S. Senate Majority Leader George Mitchell, a Democrat.

 UN Management Reform
UN Staff Regulations already state that staff "shall avoid any action and, in particular, any kind of public pronouncement that may adversely reflect on their status, or on the integrity, independence and impartiality that are required by that status" (emphasis added).
We agreed that it is essential that, whatever set of reforms the UN considers later this year, matters of management, administration, personnel, accountability, transparency, and oversight must be included.

An accretion of mandates, insufficient transparency and accountability, and resistance of member states to reform have resulted in a system that is bureaucratic, costly, cumbersome, lacking in oversight, and often incapable of fulfilling the responsibilities placed upon it by its member states.
The U.N. is limited in its ability to intervene in internal conflicts; it cannot even agree on a definition for terrorism because it has terror­ism-sponsoring states among its membership; and many member states protect states that are seeking to obtain weapons of mass destruction, such as Iran.
U.N. interventions through peacekeeping operations, humanitarian missions, and political missions like election monitoring are often more politically acceptable than unilateral or multilateral efforts outside of the U.N. Crises or other problems that are not central to U.S. interests will often be addressed through the U.N. or not at all.

Bold plans for UN reform lost much of their substance before reaching the 2005 World Summit, but prospects remain good for securing advances in development and humanitarian programs.
However, the results of the UN's 50th anniversary in 1995 should have led world leaders and observers to look askance at the prospects for any major overhaul of the UN in 2005, especially without American leadership.
