On 7 February 2000, the Council revised UNAMSIL's mandate.
UNSCR 1289 (2000) was notable for authorizing UNAMSIL to protect civilians under imminent threat of physical violence (albeit "within its capabilities and areas of deployment") - a return to a more proactive style of UN peacekeeping.
UNAMSIL replaced a previous mission, the United Nations Observer Mission in Sierra Leone (UNOMSIL).

UNAMSIL was not to have an enforcement mandate (which meant that it could not coercively implement the Lome Agreement, but did not exclude the use of force in the execution of UNAMSIL’s mandated duties).
UNAMSIL’s use of its mandated force in self defense would have sent the message that encroachment on the rights and safety of its troops was not advisable.
UNAMSIL added a new element to the conflict in Sierra Leone—a requested UN peacekeeping force—but seemingly produced little variation from the pattern of strife, becoming, instead, itself a victim of the violence.

The aim of the pilot initiative, signed on behalf of UNAMSIL and the UNDP, is to support and promote reconciliation and reintegration in Sierra Leone's communities that were devastated by the civil conflict, through activities that combine the transition to peace-building with reintegration.
UNAMSIL and UNDP will provide the logistical and administrative support and implement the programme.
There are currently 170 UN Volunteers from 50 nationalities serving with UNAMSIL in Sierra Leone, working, for example, as air traffic controllers, civil engineers, database administrators, human rights officers, medical doctors, nurses, radio technicians and vehicle mechanics.

The first gain was reaped in February, when the successful deployment of UNAMSIL troops in the northern provincial capital of Makeni paved the way for agencies to undertake a comprehensive multi-sectoral assessment of needs in the area.
Although the relationship between UNAMSIL troops and the RUF command is presently tense, causing the RUF to re-establish checkpoints in the Makeni area, the RUF has given assurances that aid agencies operational in the area would be granted free access.

Secretary-General Kofi Annan is also expected to request another increase for UNAMSIL to 16,500 in the coming weeks because he feels that even with the reinforcements the mission will not have the necessary resources to do the job under the current hostile environment.
In its resolution, the council said that the deterioration of security conditions "necessitates the rapid reinforcement of the military component" of UNAMSIL and the force should be expanded to a maximum of 13,000 military personnel, including the 260 military observers already deployed.
UNAMSIL was created in October 1999 to help implement a peace accord signed in July 1999 in Lome, Togo, between Sierra Leonean President Ahmad Tejan Kabbah and RUF leader Foday Sankoh ending a brutal nine-year-old conflict.

Sierra Leonean President Ahmad Tejan Kabbah, in a letter dated 8 August, asked the UN to extend UNAMSIL's mandate by several months beyond a 30 September deadline, before commencing a gradual withdrawal, because of the threat to regional stability posed by continuing conflict in Liberia.
The ultimate objective, he said, would be a gradual, phased and deliberate transfer of responsibility for the country's security from UNAMSIL to the government of Sierra Leone.
