The JIU report, which was critical of funding for the UNCCD, was presented to the seventh conference of parties to the convention last October in Nairobi.
"UNCCD is the chosen international treaty to combine such essential objectives as the maintenance of the drylands ecosystems that are home to a large proportion of the world poor, the protection of soil fertility and the promotion of sustainable water and land management practices," said Diallo.
He said UNCCD approved budgets from assessed contributions for 2002-2003 and 2004-2005 were about less than 30 percent of those of the UNFCCC (UN Framework Convention on Climate Change, based in Bonn), and also less than those of CBD (Convention on Biological Diversity, hosted by Montreal).

The UNCCD was adopted on 17 June 1994, opened for signature in October 1994, and entered into force on 26 December 1996.
The UNCCD recognizes the physical, biological and socioeconomic aspects of desertification, the importance of redirecting technology transfer so that it is demand-driven, and the involvement of local communities in combating desertification and land degradation.
The core of the UNCCD is the development of national, subregional and regional action programmes by national governments, in cooperation with donors, local communities and NGOs.

 UNCCD Conference of the Parties (COP)
The Fifth Conference of the Parties of the UNCCD was held in Geneva, Switzerland, from 1 to 12 October 2001.
Both the efforts of the GM to fulfill its mandate and its increasing responsibilities, were recognised and accordingly, the Conference approved a budget increase for the GM of 33 percent for both 2002 and 2003.
This goal implies that the objectives of the UNCCD are integrated into both the planning and strategic development frameworks of developing country parties and the development cooperation strategies of donor organizations.

This is the first time that a President of the International Federation of Agricultural Producers has addressed a UNCCD event, and so for us this session marks an important opening up of the Convention to input by farmers.
UNCCD needs to listen to these communities because they know better than anyone else their own environment.
The UNCCD is no doubt aware of this, and the Convention does provide a more appropriate development framework.

Desertification has been the catalyst for a number of conflicts in arid lands in recent years, and the situation is set to get worse as burgeoning populations compete for diminishing vital resources such as land and water, says the paper.

Desertification is a phenomenon which is concerning the overall degradation of the land and land use in the dryland regions (arid, semi-arid and sub-humid).
In order to implement the objectives of the UN Convention to Combat Desertification in the country, a National Steering Committee under the Chairmanship of the Ministry of Environment and Forests (MOEF) is being constituted.
The UN Convention to Combat Desertification (UNCCD) has recommended close cooperation in different regions of the world such as Asia, Africa, Latin America and the Caribbean and Northern Mediterranean and to prepare action programmes drawn from experiences from other countries of a Region.

 Global Mechanism
The Global Mechanism was established by the United Nations Convention to Combat Desertification (UNCCD) to promote actions leading to the mobilization and channelling of substantial financial resources to affected developing countries (Article 21, UNCCD).
At the First Conference of the Parties to the UNCCD held in Rome from 29 September to 15 October 1997, IFAD was designated to house the Global Mechanism in Decision 24/COP.1.
As a result, UNCCD financing depends to a large extent on ensuring that existing development resources are allocated more effectively and efficiently to addressing land degradation.

Delegates from the 170-plus signatories to the Convention currently gathered in Nairobi have been briefed by ESA representatives and national partners on how satellites are being used to track desertification in Europe.

The COP is the supreme governing body of the Convention adopted 11 years ago to tackle the problem of desertification, or degradation of land resulting in loss of soil fertility and desert-like conditions in once fertile agricultural dryland regions.

Kathmandu, Dec. 11: It is estimated that Nepal loses over 240 million cubic meters of top fertile soil annually as a result of which 10,000 hectares of land in the trans-Himalayan region have started showing signs of desertification and almost half of the population face food shortage for 3-6 months in a year.
Speaking on the occasion, Minister for Population and Environment P.L. Singh said that in order to mitigate the problems of land degradation and natural resource depletion, the government has promoted people-centered natural resources management activities to benefit the people who are the primary victims of land degradation and emerging water scarcity.
Minister Singh also said that Nepal sees the UNCCD as extremely relevant to the country as it focuses on poverty alleviation through partnership approach and addresses land degradation problems so that the fertility of the soil is retained.

The UNCCD, which came into force in 1996, provides a common definition of the desertification problem and sets out the principles, objectives, and strategies for a coordinated plan of action.

 CMS and UNCCD sign agreement to strengthen collaboration
In the memorandum, the two conventions agree to participate in each other’s major meetings and to share information of mutual interest, in order to deepen their cooperation.
The memorandum also requires the UNCCD secretariat to call on the Parties to the UNCCD to integrate the concerns of migratory species into their national, subregional and regional action programmes, and to consult with the CMS in identifying areas critical to the conservation and management of migratory species.
