		The other three UNCED agreements were non-binding statements on the relationship between sustainable environmental practices and the pursuit of social and socioeconomic development.

		At the United Nations Conference on Environment and Development (UNCED) held in Rio de Janeiro in June 1992, more than 170 heads of state addressed several issues related to the sustainable use of forests.
		Two international funding mechanisms are in place to implement AGENDA 21 and the two conventions signed at UNCED: the Global Environment Facility (GEF) and Capacity 21 of the UNDP.
		While recognizing the value of the UNCED process in promoting international accord and in generating publicity for environmental issues, many observers and participants complain that more concrete agreements on forest conservation and use were not achieved.

		Communiqués of its annual meetings have indicated that concern in a wide variety of policy statements, which have been followed up by the Members' active participation throughout the UNCED preparatory process, as well as in the negotiations for the Framework Convention on Climate Change and the Biodiversity Convention.

		"UNCED plus five years." (UNCED was the UN Conference on Environment and Development, held in Rio de Janeiro in 1992.
		It passed "Agenda 21," which is a list of environmental action proposals, most notably an agreement that industrial nations should cut their carbon emissions by 10% from 1990 to 2000 to help forestall further human impact on the climate.)
		On greenhouse emissions themselves, the Special Session simply chided unnamed industrial nations for failure to do more and then passed the ball to the Kyoto Conference scheduled for December, which is supposed to finalize the industrial countries' 1992 pledge at UNCED to reduce their greenhouse gas emissions.

		Bringing heads of state from more than 120 nations together in Rio de Janeiro, the Summit will either be an opportunity for progress toward solving the globe's environmental and economic development problems, or an exercise in damage control and public relations.
		Here in the US, participation is being coordinated by the US Citizens Network on UNCED.
		For example, the Network is working with partner groups to plan a forum that will help brief NGOs on the issues and prepare citizen activists for the vagaries of lobbying within a labyrinthine conference such as this.

		Some 250 delegates from 90 countries attended the conference, which was part of the official non-government organisation (NGO) input into the United Nations Conference on Environment and Development (UNCED) to be held in Brazil in June.
		Many delegates, especially from the countries of the South, thought oving a waste of time and that instead the focus should be on building grassroots and popular movements against environmental destruction.
