  United Nations Conference on Trade and Development - Wikipedia, the free encyclopedia
The United Nations Conference on Trade and Development (UNCTAD) was established in 1964 as a permanent intergovernmental body, UNCTAD is the principal organ of the United Nations General Assembly dealing with trade, investment and development issues.
The organizations goals are to "maximize the trade, investment and development opportunities of developing countries and assist them in their efforts to integrate into the world economy on an equitable basis." (from official website).
In addition, UNCTAD conducts certain technical cooperation in collaboration with the World Trade Organization through the joint International Trade Centre (ITC), a technical cooperation agency targeting operational and enterprise-oriented aspects of trade development.

UNCTAD was called upon to enhance the exchange of experiences among developing countries on the subject of environmental cost internalization, undertake pilot projects for assisting interested developing countries in the design and implementation of internalization policies, and to expand applied research on the costs and benefits of implementing and not implementing such policies.
UNCTAD and UNEP are currently cooperating on issues such as criteria for the use of trade measures in MEAs, the concepts of equivalencies and mutual recognition in the context of eco- labelling, and capacity-building.
UNCTAD is cooperating with UNEP in a project, executed by the latter agency, aimed at examining the contribution of different policy instruments, including both trade measures and positive measures, to achieving the environmental objectives of three MEAs.

UNCTAD and Group of 77 pressure was also central to the IMF's establishing a new window, the Compensatory Financing Facility (CFF), which was meant to assist Third World countries in managing foreign exchange crises created by sharp falls in the prices of the primary commodities they exported.
UNCTAD should instead be putting forward an arrangement where trade, development, and environment issues must formulated and interpreted by a wider body of global organizations, including UNCTAD, ILO, the implementing bodies of multilateral environmental agreements, and regional economic blocs, interacting as equals to clarify, define, and implement international economic policies.
UNCTAD should become, as Secretary General Ricupero put it recently in Berlin, a "world parliament on globalization."(16) But this should be a parliament with teeth, with actual legislative power and executive power in the nexus of trade, finance, development, and environment.

 The Hindu Business Line : Unctad: For a new agenda
The GSTP was initiated by the Group of 77 at their Ministerial Meeting in New Delhi in July 1985 and at the Belgrade Ministerial Meeting in April 1988, a full-fledged international legal treaty was concluded, which provided a multilateral framework for the developing countries to strengthen their mutual trade and economic co-operation.
Unctad and the ICC worked together on a set of guidelines to assist less developed countries attract corporate investment.
A new debate in Unctad on these issues, which are low priority for the South countries, will diffuse the resistance of the developing countries in the WTO forum.

 Asia Times: Unctad earns more clout but less cash
Unctad was also able to secure through the Bangkok Declaration agreement that the benefits of trade liberalization and globalization must be more widely distributed and market access for the products of least developed countries (LDCs) increased.
Under the plan of action, Unctad would contribute to the strengthening and reform of international financial institutions ''including the enhancing of early warning and response capabilities for dealing with the emergence and spread of financial crises''.
According to Supachai, the greatest achievement of Unctad X was that it helped in confidence-building in the wake of the failure of the WTO meeting in Seattle in November.

in Preparation for UNCTAD XI The Preparatory Committee for the United Nations Conference on Trade and Development (UNCTAD) XI is holding "hearings" with representatives from Member States, civil society and the private sector on 16 January and 23 February 2004.

The United Nations Conference on Trade and Development (UNCTAD) [http://www.unctad.org] is the principal organ of the UN General Assembly dealing with trade, investment and development issues, as well as the United Nations focal point for the least developed countries.
UNCTAD also carries out research and policy analysis, and related capacity building and technical cooperation activities that currently involve the organization in some 300 projects in over 100 developing countries.

Unctad's emphasis has shifted from demanding cuts in trade barriers by wealthy countries to teaching poor countries how to produce and export more.
According to Unctad, 36 countries depend on a single commodity for more than half of their export income, while a further 52 countries depend on two commodities for the same revenue.

 Asia Times: Unctad meeting may trip over too-high hopes
This is because unlike the WTO, Unctad is not a forum for negotiating binding trade agreements, although it has for decades been the voice of developing countries and has drawn the ire of the United States that had only recently wanted it abolished.
Unctad is a forum ''to define world opinion'' and should act as such, Surichai Wun-gaeo, director of social development studies at Chulalongkorn University, has been quoted as saying.
Some were disheartened by remarks by Ricupero at the NGO meetings that Unctad does not have negotiating authority, and interpreted that as a signal of defeat in challenging the dominance of, for example, the WTO.

 SECOND CIVIL SOCIETY HEARING IN LEAD-UP TO UNCTAD XI
One of the points most emphasised by a large number of participants was the role of UNCTAD -- and the timeliness of UNCTAD XI, post-Cancun -- in helping to catalyse a revitalisation of the WTO's Doha round negotiations and support developing countries' efforts to include a strong development dimension in the round's final outcome.
Other areas highlighted for UNCTAD to commence and/or continue work in included ensuring a gender-sensitive approach to trade policy analysis and evaluation (especially vis-à-vis nation poverty reduction strategies), monitoring the behaviour of transnational corporations, and providing a forum for the current competition policy debate.
UNCTAD XI, to be held 13-18 June 2004 in São Paulo, Brazil, will focus on enhancing the coherence between national development strategies and global economic processes towards economic growth and development, particularly for developing countries.

UNCTAD was created forty years ago as a forum for the promotion of trade and development policies that help poor countries.
UNCTAD XI should also tackle the continuing iniquity of rich country agricultural subsidies and export dumping that undermines farming in the developing world.
UNCTAD has done excellent work in the past on commodities and it is important that it continues to do so.

 UNCTAD PROMOTES TOXIC WASTE DUMPING IN ASIA
A report, released - on the eve of UNCTAD meeting in Bangkok, 12-19th February - by Greenpeace and BAN, outlines several recent cases of hazardous waste dumping in Asia, including the export of toxic ships-for-scrap to India and China, and the export of contaminated lead scrap to Thailand and the Philippines.
It is seen as ironic that UNCTAD has spent considerable effort to suggest means to undermine the Basel Ban (2) by using "free trade" jargon although it is meant to assist less developed countries to progress sustainably.
The activist organisations demanded that UNCTAD should stop working against the Basel Ban but to seek to fulfil its mandate of assisting the less industrialised world in their efforts to avoid the toxic development path taken by the rich countries.

 DRAFT TEXT READY IN ADVANCE OF UNCTAD CONFERENCE
On 14 May, member countries of the UN Conference on Trade and Development (UNCTAD) finalised the draft text that is to be transmitted to the 13-18 June UNCTAD XI Conference in Sao Paulo, Brazil.
Regarding concerns that the Conference's outcome would constrain UNCTAD's mandate as expressed by some developing country members and civil society organisations (see BRIDGES Weekly, 28 April 2004), reports indicate that these groups are generally satisfied that the current draft offers adequate scope for UNCTAD to continue its work.
UNCTAD XI will focus on enhancing the coherence between national development strategies and global economic processes towards economic growth and development, particularly for developing countries.

Set up in 1964, UNCTAD’s initial brief was to help developing countries to reverse their declining terms of trade and to link trade with development.
In its early years, UNCTAD launched a number of ambitious programmes, the most significant being the Integrated Programme for Commodities (IPC) in 1976.
In its 1998 report, UNCTAD warned that developing countries need to be cautious before choosing to increase dependence on world markets for food supplies when a major part of the staple diet is food that is not traded internationally.

Of particular importance in the coming period prior to UNCTAD X will be UNCTAD's work in assisting developing countries in identifying their interests in preparation for further multilateral trade negotiations, and in providing analytical background work to this end.
Given the demands on UNCTAD, and the need to ensure the sustainability and quality of existing activities, we are not persuaded that expansion into areas outside of UNCTAD's trade and development mandate, into areas where work is already underway by other organizations, including organizations within the UN system, represents the best use of scarce resources.
While UNCTAD programs are often regarded as useful and innovative, independent reviews of several key programs have drawn attention to the need to devote greater attention to management issues in order to ensure that these programs are sustainable and that they will serve their clients over the medium to longer term.
