The program forms part of the activities of the UNECE to promote sustainable development within the energy sector and to enhance international economic cooperation in achieving this goal.
On 23 September 2004, USEPA and the UNECE announced a new 3-year jointly sponsored program to promote the implementation of coal mine methane (CMM) recovery projects in Eastern Europe and the Commonwealth of Independent States (CIS).
A new Ad Hoc Group of Experts on Coal Mine Methane was launched by the UNECE in December 2004 to facilitate and support implementation of this project.

 Environmental Assessment Portfolio, UNECE Espoo Convention
The REC is providing support to the implementation of the UN/ECE SEA Protocol by elaboration of the first outline of the "Training and Implementation Manual for the UN/ECE SEA Protocol".
The REC assisted the MoE of the Czech Republic in organising an informal workshop to assist elaboration of draft elements for the negotiations on the UNECE SEA Protocol.
Conclusions from the regional workshop and recommendations were passed to the UNECE secretariat to the Espoo Convention.

 MIO-ECSDE - Latest developments regarding the draft UNECE Strategy on Education for
Unfortunately, during the 11th Session of the UNECE Committee on Environmental Policy (CEP) (15 October 2004, Geneva) the UNECE draft Strategy on Education for Sustainable Development (ESD) was not endorsed as it was expected to happen.
The UNECE Strategy was expected to be a major contribution to the launch of the UN Decade on ESD, starting in 2005.
During the 11 th Session of UNECE CEP the Strategy was presented by the Chair (Sweden) and UNECE majority of member states warmly welcomed the document, expressing their satisfaction and willingness to endorse it.

The UNECE CEP thanked the Task Force for finalizing its work in developing a draft UNECE Strategy for ESD, which is supported by most countries.
The UNECE CEP decided to convene a High-Level Meeting of Environment and Education Ministries (or other equivalent national body responsible for education) on 18 March 2005 as a follow-up of the fifth “Environment for Europe” Conference in Kiev.
