Koïchiro Matsuura, conferred the title of UNESCO Goodwill Ambassador for the "Empowerment of Minority Children through Education and through the Preservation of their Intangible Cultural Heritage" upon Her Royal Highness Princess Maha Chakri Sirindhorn.
Under her patronage and active guidance, the restoration of Phra Racha Wang Derm won the 2004 UNESCO Asia-Pacific Heritage Award of Merit for its outstanding contribution to conservation in the region, and particularly in Thailand.
At the nomination ceremony, the Director-General said, "UNESCO considers the universal right to education for all children to be of paramount importance to support the provision of access to and the promotion of quality education for every child.

UNESCO Goodwill Ambassador Madanjeet Singh and the Director-General of UNESCO Koïchiro Matsuura today signed a Memorandum of Understanding for the creation of a training centre for Afghan cultural heritage specialists in Kabul, the Madanjeet Singh Institute for Afghanistan’s Cultural Heritage, to be operated in cooperation with UNESCO.
Mr Singh for his part recalled that as soon as he had heard of the Taleban’s destruction of the Buddhas of Bamiyan in 2001, “one of the most precious treasures of humanity”, he had written to the Director-General to express his conviction that action had to be undertaken to preserve the cultural heritage of Afghanistan.

In the ceremony to mark the appointment, Federico Mayor praised Patrick Baudry as a man belonging to "an avant-garde thanks to which the universe is no longer outside man's experience".
He recalled the Ambassadors' mission: promoting UNESCO ideals, which means "sensitising public opinion to burning and timeless questions dealing with peace, justice, the suffering experienced by children or the fight against illiteracy".
