The United Nations Framework Convention on Climate Change (UNFCCC) was opened for signature at the 1992 United Nations Conference on Environment and Development (UNCED) conference in Rio de Janeiro (known by its popular title, the Earth Summit).
Since the UNFCCC entered into force, the parties have been meeting annually in Conferences of the Parties (COP) to assess progress in dealing with climate change, and beginning in the mid-1990s, to negotiate the Kyoto Protocol to establish legally binding obligations for developed countries to reduce their greenhouse gas emissions.
The UNFCCC Conference of Parties met for the first time in Berlin, Germany in the spring of 1995, and voiced concerns about the adequacy of countries' abilities to meet commitments under the Convention.

The UNFCCC drafters reasoned that because the Annex I nations were responsible for most of the increases in atmospheric GHG concentrations, they should bear a greater burden in reducing GHG emissions and increasing sinks.
UNFCCC Article 4, paragraphs 3 through 5, obligates the developed nations to assist developing nations through funding for emissions reductions, funding for adaptation to adverse effects and transfer of environmentally sound technologies.
The UNFCCC states that Annex I Parties can return to their 1990 GHG emission levels “individually or jointly” (Article 4, subparagraph 2[b]) and that Parties could implement national climate change mitigation policies jointly (Article 4, subparagraph 2[a]).

Indigenous Peoples have been patiently waiting for the parties to the UNFCCC to settle down their disputes and to finish their negotiations to the Kyoto Protocol.
It is not acceptable that the whole range of issues that have impacts on Indigenous Peoples are treated without our participation; in particular, activities within the CDM such as afforestation and reforestation projects or hydroelectric power plants that in the past has meant violation of rights to Indigenous Peoples.

Negotiated between 1990 and 1992, the UNFCCC was adopted in May 1992 and opened for signatures a month later at the United Nations Conference on Environment and Development in Rio de Janeiro, Brazil.

 GCOS AND UNFCCC
he United Nations Framework Convention on Climate Change (UNFCCC) is the highest level political and diplomatic response by the international community to the scientific evidence of increasing concentrations of greenhouse gases in the atmosphere and the need to stabilize these gases at levels that would prevent dangerous anthropogenic interference with the climate system.
Article 5 of the UNFCCC states that Parties shall support international efforts to strengthen systematic observation, taking into account the needs of developing countries for improving their capacities to participate in systematic observation.
Invited the UNFCCC and GCOS Secretariats to develop a process for synthesizing and analyzing the national reports.

Janos Pasztor, UNFCCC, summarized the history of UNFCCC Article 6 on education, training and public awareness and said the UNFCCC Secretariat was asked to design a clearinghouse mechanism and to provide better guidance to Parties on how to elaborate national communications in relation to Article 6.
Laurence Pollier, UNFCCC, said the New Delhi Work Programme includes a list of activities to be developed by the UNFCCC to: enhance education and training programmes on climate change; increase availability and dissemination of information; and improve public understanding of, and participation in, climate change issues.
Pollier stressed that the UNFCCC is working on developing an information network via a clearinghouse system to facilitate the provision of increased access to information and enhance partnerships and networking.

 Analysis of President Bush's Climate Change Plan
This is the approach taken by both the United Nations Framework Convention on Climate Change (UNFCCC), which set non-binding emissions targets for developed countries and was ratified by the U.S. Senate; and by the Kyoto Protocol, which sets binding targets but was rejected by the Administration.
Further, because the target (1) is voluntary, (2) represents only a slight change from the "business as usual" path, and (3) does not appear to advance specific policy solutions, it is unclear how this goal will be translated into actual reductions in GHG intensity across various sectors of the economy.
Previous voluntary GHG targets, including the UNFCCC's target of returning to 1990 levels of GHG emissions by 2000, have not been met by the United States.

"The UNFCCC is applicable to Hong Kong with effect from May 5, 2003 while the Kyoto Protocol will be applicable to Hong Kong as and when it comes into operation," a spokesman for Hong Kong Environment, Transport and Works Bureau was quoted as saying by a Hong Kong government press release on Thursday.
The UNFCCC, adopted in 1992, and its Kyoto Protocol, adopted in 1997, seek to reduce global emissions of GHG.
Up to date, the UNFCCC and the Kyoto Protocol have been ratified by 188 and 109 countries (regions), including China, respectively.
