UNFICYP Operations: During the reporting period, the Secretary-General said, the Cyprus Government had protested to the United Nations about the influx of Turkish settlers into the northern part of the island, expressing the view that the influx was intended to destroy the demographic structure of Cyprus.
UNFICYP had continued to perform its function of maintaining calm and promoting normalization in the island, a function that was indispensable if the ongoing negotiations were to have a realistic chance of making progress.
The continued presence of UNFICYP remained indispensable, both in helping to maintain calm in the island and in creating the conditions in which the search for a peaceful settlement could best be pursued, he said, recommending the extension of the Force's mandate for a further period of six months.

In practical and current terms, this means that UNFICYP's chief responsibility on Cyprus is to supervise the cease-fire and thus foster conditions conducive to negotiating a peace settlement.
On a daily basis, UNFICYP endeavors to prevent military construction and improvements in positions in and along the buffer zone, to stop soldiers or unauthorized civilians from entering the buffer zone, to stop the sides from antagonizing each other across the buffer zone, and to investigate whatever incidents occur in and along the buffer zone.
The question of whether or not UNFICYP deprives Cyprus of the 'hurting stalemate' that might be propitious for negotiations is a subject of debate.

UNFICYP freedom of movement in the northern part of the island continued to be restricted, and the Force remained subject to stricter limitations than those imposed on tourists and foreign diplomats.
UNFICYP maintains that whenever civilians cross the other side's ceasefire line in a non-belligerent manner, they and their belongings should be returned without delay.

In June 2004 the Government of the Republic of Cyprus and UNFICYP reached an agreement in the form of an Aide-Memoire which stipulates the terms of reference for the execution of the project and includes details of the cooperation between the Government of the Republic of Cyprus and UNFICYP.
UNFICYP has set up the necessary infrastructure for the implementation of the project: All the necessary preparations have been completed and the personnel of the two companies is in place.
Furthermore, the proposal of the Government of the Republic of Cyprus to cooperate with UNFICYP for the demining of the buffer zone, stems from Cyprus goodwill to implement UNSCR 1062 (1996) and 1251 (1999) which call upon both sides to clear all minefields and booby trapped areas inside the buffer zone.

It supported UNFICYP's recommendations for improvements, which included the lifting of all restrictions on freedom of movement between the two parts of the island for Maronites in the north, land travel by Greek Cypriots within the northern part of Cyprus, and off-shore fishing by the Greek Cypriots of the Karpas region.
The Secretary-General noted that the high attendance at the bicommunal events organized by UNFICYP for the fiftieth anniversary of the UN demonstrated that there was a strong desire on the part of both Greek and Turkish Cypriots to develop contacts and mutual understanding.

The task of UNFICYP is significantly complicated by the absence of a formal cease-fire agreement.
In December 1992, the size of the Force was significantly reduced by the withdrawal of the Danish battalion (323 personnel) and reductions in the British, Austrian and Canadian contingents of 198, 63 and 61 personnel, respectively.
The restructured UNFICYP continues to interpose itself between the Greek Cypriot and the Turkish Cypriot forces and to supervise the cease-fire lines that define the buffer zone, by observing and reporting any violations of the cease-fire and the military status quo.

In his six-monthly report to the Security Council on the situation on Cyprus, Annan recommended that the force of 1,210 peacekeepers known as UNFICYP be extended for six months from December 15 to June 15, 2001.
UNFICYP was sent to Cyprus in March 1964 after inter-communal riots.
Denktash said UNFICYP's mandate would have to change, adding that it could operate normally if it was accepted that it works "for the good of Turkish Cypriots and with the accord of the TRNC".

The Council on 11 June, as it extended the mandate of the UN Peace-keeping Force in Cyprus (UNFICYP) until 15 December 1993, called on both sides to the conflict in that country to carry forward, expeditiously and constructively, the intercommunal talks.
UNFICYP was previously funded entirely by troop contributors and through voluntary contributions to cover their extra and extraordinary expenses.
The Council, also in resolution 831, decided that UNFICYP should be restructured to the minimum number of infantry battalions required to maintain effective control of the buffer zone, adding a few observers for reconnaissance.

UNFICYP can't eliminate the possibility of war on Cyprus, but it effectively shifts the odds on the roulette wheel away from war.
Some argue that removing UNFICYP would make the two sides face more squarely the possibility of war, increasing their incentives to negotiate a peace while also leading to greater discipline along the buffer zone/border.
UNFICYP and the buffer zone are preferable because of UNFICYP's demonstrated daily success in taming incidents.

Unanimously adopting resolution 1331 (2000), the Council urged the Turkish Cypriot side and the Turkish forces to rescind the restrictions imposed on 30 June 2000 on the operations of UNFICYP and to restore the military status quo ante at Strovilia.
The report goes on to say that UNFICYP continued to carry out its humanitarian tasks in support of the 428 Greek Cypriots and 165 Maronites living in the north and maintained contact with those Turkish Cypriots in the south who have made themselves known to the Force.
The UNFICYP assisted with various projects in the buffer zone -- on water supply matters, urban renovation work, use of farmland and roadways and other issues -- with the cooperation of the local authorities from both sides.

The events that followed the Greek Cypriot wilful destruction of the 1960 Republic, namely the ethnic cleansing campaign against the Turkish Cypriots, is a matter of historical record and is registered in detail in the annals of the United Nations.
However, no mention is made of the fact that these were the direct result of UNFICYP's failure to fulfil one of the basic requirements of peacekeeping: the equal treatment of the two parties to the dispute.
A draft resolution is currently being prepared in the corridors of the United Nations (or, more correctly, Washington or London) repeating the original mistake of the organisation of treating one side as a government and the other as a community or minority.

UNFICYP confirmed that clearance of two minefields (numbered by UNFICYP as 4621 and 4636) was completed by 27 November 2002.
UNFICYP was informed on 29 November 2002 that National Guard deminers would next clear two minefields south of Lefka (numbered 1845 and 1853), and this clearance was ongoing as of April 2003.
UNFICYP also reported that National Guard deminers were clearing another minefield southwest of Lymbia (number 4397).
