According to a statement the department sent to ENA on Thursday, UNMEE was established after Ethiopia reversed the aggression and Eritrea was forced to sign the Algiers peace accord to monitor the implementation of the accord.
It said its true that UNMEE has been carrying out its activities in accordance with the agreement, although some of its officials have been recently taking measures that are incompatible to their mandates.
UNMEE officials have been reluctant and unwilling to the request of the Ethiopian government to notify the list of its members entering Ethiopia in a move that seemed to enable them to achieve their hidden objectives.

The UNMEE does not admit their lack of impartiality or their involvement in the alleged behavioral and moral misconduct that are contaminating their neutrality in their mission as United Nations’ peacekeeping body between two bitter foes, Eritrea and Ethiopia.
As the UNMEE media briefing indicated, on October 7, 2002, when President Obasanjo arrived to Eritrea for a two-day official visit, he was briefed by the DSRSG and the Force Commander on the status of the peace process following The Hague Boundary Commission’s ruling on the border delimitation and demarcation between Ethiopia and Eritrea.
Therefore, in my opinion, the UNMEE officials have demonstrated lack of prudence by exploiting improperly the occasion and the political statement of President Obasanjo, which was emotionally indifferent and unsympathetic to those families, relatives, and friends to be adversely affected in the border areas of the two unfriendly countries.

UNMEE's mandate was due to expire Thursday and the Council has been considering Secretary General Kofi Annan's recommendation that it be extended for six further months.
He also intimated that if UNMEE had been able to deploy 4,000 peacekeepers and some 200 military observers, as well as begun monitoring security in contested areas, it was thanks in large part to the quick response of donor countries.
In order for UNMEE to do its job efficiently, it must be allowed unimpeded freedom of movement, he said, and hoped the Security Council might appeal to the parties to provide that.

UNMEE's ability to patrol the TSZ and dispel tensions depended to a large extent on individual relations forged on the ground.
UNMEE deminers and staff, accompanied by representatives of both sides and the International Committee of the Red Cross, collected the bodies, and they were returned to their home countries, after lying in the field for more than a year.
UNMEE was able to establish the buffer zone between the two forces, and the peacekeepers continue to patrol it, investigating allegations ranging from stolen sheep to massing armies.

One would have thought that UNMEE as the custodian of peace between Ethiopia and Eritrea for now would be discreet in its behaviour and that it would, as much as possible, shun controversy with the parties, in public.
No doubt, a mission like UNMEE which has such a heavy responsibility is not supposed to be so preoccupied with public relations that it would even be prepared to leak self-serving distorted stories to the media thus risking undermining confidence between the parties and UNMEE.
It was made clear to UNMEE by the Ethiopian side that it might be difficult to avert these types of incidents if UNMEE failed to take seriously the commission of acts such as those about which the Ethiopian side had complained earlier.

UNMEE staff, if they do travel to Nacfa, do so in their leisure time to see a bit of the country they are living in.
UNMEE would like to assure the people of Eritrea that the Mission is very conscious of its status as a guest invited by the Governments of Eritrea and Ethiopia to implement the Algiers Agreements they both signed in 2000.
UNMEE is concerned that after three and a half years of good working relations between UNMEE and the Office of the Commissioner, and with almost daily contact, that the Commissioner would resort to making public comments which appear to be inciting the population of Eritrea against our staff.

UNMEE conducted 654 ground and 31 air reconnaissance patrols throughout the Area of Responsibility (AOR).
In all sectors, UNMEE peacekeepers continued to provide medical assistance to local population, along with supplies of bulk water to civilian communities in the Temporary Security Zone (TSZ) and the Adjacent Areas.
UNMEE conducted 679 ground and 21 air reconnaissance patrols throughout the Area of Responsibility (AOR).

Their reporting as of June 2001 was included in the human rights section of the secretary-general’s quarterly reports to the Security Council on the progress of the implementation of the peace agreement, providing the Security Council with an effective tool for pressing the two parties to afford humane treatment to each other's nationals.

UNMEE regarded the move as "a sign of good faith" by Eritrea, the mission's spokesperson Gail Bindley-Taylor Sainte said in a statement to the press in Asmara.
It remains unclear whether the reopening of the Barentu road was a result of these investigations, but Ms Sainte noted that, as she understood it, UNMEE had not received any results of such an investigation.
UNMEE is charged with monitoring the ceasefire and ensuring observance of security commitments after the two countries fought a bloody two-year border war.

Resolution 1320 (2000) of 15 September 2000 called on UNMEE to "coordinate the Mission's activities in the Temporary Security Zone (TSZ) and areas adjacent to it with humanitarian and human rights activities of the United Nations and other organizations in those areas".

Last week, Unmee revealed that a letter of protest had been delivered to the Ethiopian Government over security threats made to their peacekeepers in the Aromo area on 4 October.
The UN expressed concern, claiming that the incident was "a serious threat" to the peacekeepers and to the peace process between Ethiopia and Eritrea, still emerging from their bloody conflict.
"It was after Unmee and the Ethiopian Government had agreed to settle the incident diplomatically that Unmee staff leaked the matter to the media in a manner that is selective, to say the least," the ministry of information statement said.

Noting that UNMEE’s presence here is on the basis of the Algiers Agreement of 18 June 2000, Commissioner Abrahalay indicated that UNMEE has been specifically provided with the route that enables it to fulfil its mission.
The Commissioner went on to expose that UNMEE members traveled at night, without the knowledge of pertinent authorities of the Eritrean Government, to a number of areas along the Asmara-Keren-Barentu road, during which they were engaged in unlawful acts of registering plate numbers of vehicles belonging to the Eritrean Defense Forces.
As these acts of UNMEE members are outside the scope of UNMEE’s mission and have become a serious issue of concern to the Government of Eritrea, the Commission has decided that the Asmara-Keren-Barentu road remain closed to UNMEE members pending the finalization of due inquiry about the issue, Brig.

UNMEE, 5 July, 2004- The 25th meeting of the Military Coordination Commission (MCC) was held on 5 July 2004 in Nairobi.
At the same time the level of cooperation with UNMEE is better than in the period before the last MCC meeting.
Commenting on his 21 months of chairing the MCC, General Gordon who leaves UNMEE on 23 July, said that he had come to the process with great optimism but was clearly disappointed that the MCC's work in support of the demarcation had still not started.

UNMEE spokeswoman Gail Bindley Taylor Sainte said the men were armed and should not have crossed into the 25 km wide Temporary Security Zone (TSZ), describing it as a violation of a peace accord between the two sides.
But the Ethiopian government accused UNMEE of overreacting and insisted it had not violated the June 2000 Cessation of Hostilities Agreement.
He asserted that the troops which entered the TSZ were unarmed, arguing that under the peace deal only the "armed forces" of both countries were banned from entering the buffer area.

It is to be recalled that UNMEE declared the establishment of the TSZ as of 18
Furthermore, while it is sell known to all that the reason for the delay of the establishment of TSZ is Eritrea's incessant demands for border adjustment and readjustments and reluctance to redeploy its forces, it is sad and disappointing to attribute the delay of the establishment of the TSZ to both parties.

Ethiopia on Monday accused the UN peacekeeping mission of "grossly violating" its mandate within the country and banned it from crossing the border with Eritrea.
UNMEE has a 4,200-strong peacekeeping force which patrols a 25-km buffer area, known as the Temporary Security Zone.
The peacekeepers were told that as from 08.00 hours on Saturday morning Ethiopia had closed its borders to all UNMEE aircraft, vehicles and personnel.

On Tuesday, UNMEE issued a statement confirming a report from an Eritrean officer that the weekend shooting took place and said it was investigating the incident.
It is very unfair for UNMEE, which is well aware of all these facts, to try to implicate Ethiopia as a suspect of the incident,” added the statement.
Commenting on UNMEE's relations with Ethiopia and Eritrea, Sainte said the current situation was extremely sensitive and it was inevitable that misunderstandings happen from time to time.
