UNMIBH's claim was contradicted less than a week later, when the minister of interior of Republika Srpska, Sredoje Novic, told a local newspaper, "We had condemned the action of the IPTF and SFOR and we believe that it was out of their mandate and authorizations.
On November 30, the UNMIBH spokesman for Banja Luka and Bihac, Alun Roberts, reported that six members of the IPTF would be removed from the mission and repatriated for exceeding their authority under the UNMIBH mandate in connection with the November 13 raid.
UNMIBH, trumpeting the success of the operation, lauded the country's law enforcement officers for their cooperation during the action and indicated that the IPTF and IOM were assisting the women.

 NATO/IFOR: Profile of UNMIBH
UNMIBH's efforts in Bosnia and Herzegovina complement those of UNHCR, the Office of the High Representative, the Organization for Security and Cooperation in Europe (OSCE) and other intergovernmental and non-governmental organizations involved in the complex task of implementing the civilian aspects of Dayton-Paris Agreement.
One of UNMIBH's main objectives is to help create a climate conducive for holding elections, to be held under OSCE supervision throughout Bosnia and Herzegovina on 14 September 1996.
As part of UNMIBH, the UNIPTF is focused on developing an effective peacetime civilian policing capability for Bosnia and Herzegovina.

Important contributions by UNMIBH in the other aspects of the civilian component of the Peace Agreement, such as the assessment of the judicial system and strengthening of the legal system's respect for human rights, also deserve our commendation.
The commitment and contributions by the international community to the peace process in Bosnia and Herzegovina should be matched by the commitment and full cooperation of the Bosnian leadership and people at every level for, ultimately, the main responsibility to achieve peace, national reconciliation and nation-building lies with them.

The United Nations Mandate in Bosnia (UNMIBH) was established by United Nations Security Council Resolution 1035, on 13 December 1995.
UNMIBH works along side other international organizations in BIH to contribute to the establishment of the rule of law in order to create conditions conducive to multi-ethnic co-existence and the return of refugees.
UNMIBH advisors and liaison officers are placed in all police functional areas.

We note that some of the measures that UNMIBH has implemented through the targeted and more intrusive concept of operations have begun to bear fruit, and that the Mission has made additional progress in many core mandate areas.

Secretary-General's UNMIBH Report (I) The 16 March report summarised the activities of the UN Mission in Bosnia and Herzegovina (UNMIBH) since 16 December 1998.
The Secretary-General asserted that UNMIBH followed a strategy of engaging senior police officials in the Republika Srpska (RS) and the Federation of Bosnia and Herzegovina (the Federation), through co-locating International Police Task Force (IPTF) advisers and launching a series of inter-entity meetings between officials from the Ministries of the Interior.

 U.N. Sees Growing Sex Trafficking: NGO Blames UNMIBH, Others
UNMIBH anti-trafficking head Celhia de Laverene said the EU is not taking the issue seriously enough and lacks the political will to do so.
Citing UNMIBH documents, Human Rights Watch said officials from the U.N. mission's International Police Task Force have visited nightclubs as clients, arranged to have trafficked women and girls delivered to their residences and, in one case, tampered with witnesses to conceal an officer's complicity.
UNMIBH said in April that 18 international police officers had been repatriated for sexual misconduct since the mission began, but Human Rights Watch said "repatriation is not an adequate consequence for these acts."

The claim by UNMIBH officials that IOM determined the criteria was contradicted by IOM's assertion that it adhered to the Trafficking Protocol definition.
Moreover, it was UNMIBH officials who located the women and girls, performed all of the interviews, transported the women from the regions to Sarajevo, reviewed all of the interview transcripts, and certified the women for participation in the IOM program.
As of December 2001, the case against the owners of the Prijedor clubs was suspended as the court refused to admit the written statements of the trafficking victims and witnesses.

UNMIBH also nominated key personnel from the administration who deal with local staff and work with local authorities and institutions on various issues involving children and women.
UNMIBH's Human Rights and Civil Affairs departments therefore recommended as participants a number of language assistants who assist programme managers in high-level meetings and negotiations since these are highly qualified staff members who might be absorbed into the decision-making structures of the country after the end of UNMIBH's mandate.

The United Nations Mission in Bosnia and Herzegovina (UNMIBH) today said it remains concerned at the high level of judicial ineffectiveness in dealing with cases of human trafficking in that country.
UNMIBH noted there were some signs of progress in the fight against human trafficking.
In the first six months of this year, there have been eight cases successfully prosecuted, double the figure for all of 2001.

According to an UNMIBH spokesperson, local police along with the Mission's Special Trafficking Operations Programme (STOP) raided a nightclub in Kiseljak on Tuesday after a group of about 15 armed men kidnapped the women the previous day.
By yesterday evening, the kidnappers had released five of the six women, who reported that they had been raped, beaten and tortured by their captors.

However, UNMIBH remains concerned over the continuing high level of judicial ineffectiveness in dealing with cases of human trafficking.
