What is more, the UNMIK information chief’s words only serve to confirm that his comprehension of reality regrettably rests on highly subjective reports and analyses, not on direct contact with flesh-and-blood representatives of the Serb people whose everyday suffering and problems are well known to Bishop Artemije as well as many well minded internationals.
The UNMIK mission has not only tarnished the moral reputation of the international community in the Balkans but is now consciously feigning blindness to the destruction of an entire people and its culture for no other reason but to rationalize its own failure.
However, if UNMIK intends to continue building a new ethnic Albanian state in which Serbs would continue to live as second-class citizens or disappear completely, it is illusory on the part of the international community to expect Serb cooperation and support for such a project.

Of the planned 3500 officer local force, UNMIK has trained only a few hundred, and Serbs are broadly unwilling to sign up to become members of the force preferring, in those few areas where there are concentrations of Serbs, to take their security into their own hands rather than trust UNMIK or KFOR.

On November 5, Serbian Deputy President Nebojsa Covic and UNMIK head Hans Haekkerup signed the "UNMIK—FRY Common Document" in Belgrade in the presence of Serbian President Vojislav Kostunica.
The document’s affirmation of the recently established joint working group between UNMIK, on one side, and the FRY and Covic’s "Coordinating Council for Kosovo and Metohija," on the other, strengthens Covic’s hand in Kosovar politics and his ability to block Kosova’s progress by creating turmoil in Kosova’s new assembly following the general elections.
And this is why support for this document by NATO General Secretary Robertson, the European Union, and the U.S. State Department, who view it as a stimulus to increase Kosova Serb participation in the November elections, is so short-sighted.

In a press release on Wednesday, the Ministry says it is an agreement, signed by two sovereign countries-the UN members, and is based on the Agreement for Regulating and Upgrading of the Macedonian-Yugoslav relations of April 8, 1996, in compliance with the UN Charter, respecting the principles of sovereignty, territorial integrity and political independency.
All of the UN member countries, particularly the UN missions, are obliged to respect the UN Security Council Resolution 1244, which, among other things, confirms the sovereignty and territorial integrity of the FR Yugoslavia and of other countries in the region, in compliance with the OSCE Helsinki document in respect of the existing borders.
The Resolution, which is also an obligatory document for the UN missions, does not consist provisions that grant a right to the KFOR and UNMIK official in Kosovo to interpret resolutions in a manner that raise new tensions in the region, endangering the sovereignty and territorial integrity of both countries-the UN members.
