Given that the central task of UNMOVIC, like that of UNSCOM before it, is to verify that Iraq complies with the obligations set out by the Council, those obligations, too, are relevant for understanding the Commission's responsibilities and the demands that their fulfilment place on the organization.
The responsibilities of UNMOVIC, in connection with paragraphs 8 and 9 of resolution 687 (1991), are generally referred to, in resolution 1284 (1999), as "disarmament tasks", while the responsibilities under paragraph 10 of resolution 687 (1991) relate to implementing the plan for ongoing monitoring and verification.
UNMOVIC is required, under paragraph 3 of resolution 1284 (1999), to furnish assistance and cooperation to IAEA in the performance by the latter of its responsibilities under the same paragraph.

Hans Blix of UNMOVIC noted that the Iraqi report had not accounted for large quantities of illegal weapons and materials that had been tallied in previous UN reports, and further noted that the Iraqi report of December 7, 2002 that was to have produced full disclosure, was unsatisfactory.
UNMOVIC shares the sense of urgency felt by the Council to use inspection as a path to attain, within a reasonable time, verifiable disarmament of Iraq.
In response to a recent UNMOVIC request for a number of specific documents, the only new documents Iraq provided was a ledger of 193 pages which Iraq stated included all imports from 1983 to 1990 by the Technical and Scientific Importation Division, the importing authority for the biological weapons programme.

UNMOVIC has, in most areas, more resources and more advanced tools at its disposal than did UNSCOM and, in several respects, UNMOVIC has developed a capacity that goes beyond what was contemplated in its initial planning, e.g., in the number of personnel, number of teams in the field, number of sites visited.
UNMOVIC is presently finalizing an internal document of some importance, namely, a list of the disarmament issues, which it considers currently unresolved, and of the measures which Iraq could take to resolve them, either by presenting proscribed stocks and items or by providing convincing evidence that such stocks or items no longer exist.

Iraq claims that a 50-ton trailer that it illegally imported for use as a missile launcher was “stolen.” This is the same “stolen” story that Iraq has used in the past for weapons of mass destruction items such as biological growth media.
UNMOVIC states, "The development of tanks for chemical weapons and biological weapons uses should…be considered…one continued project…Spraying devices modified for chemical/biological weapon purposes may still exist in Iraq."

The exercise in Sarnia was considered a knowledge course which aimed to build on inspectors' understanding of technologies relevant to the UNMOVIC mandate that they may encounter during multidisciplinary inspections in Iraq.
UNMOVIC invited twenty-two inspectors from nineteen countries around the world to participate in the course, three of whom were from Canada.
The options for UNMOVIC's future range from closing down the organization entirely, to sending inspectors back to Iraq with a limited mandate for monitoring and verification, to ending its mandate yet preserving its experiences and capabilities to deal with future cases of non-compliance.
