The United Nations Observer Mission in Georgia (UNOMIG) was established on 24 August 1993 by Security Council Resolution 858 to verify compliance with the 27 July 1993, ceasefire agreement between the Republic of Georgia and forces in Abkhazia with special attention given to the situation in the city of Sukhumi, Georgia.
UNOMIG was subsequently given an interim mandate by Security Council Resolution 881, of 4 November 1993, to maintain contacts with the parties involved and to monitor and report on the situation.
UNOMIG was to oversee the withdrawal of Georgian troops from the Kodori Valley and thus, out of Abkhaz territory.

UNOMIG medical teams have continued to provide their services to the local population throughout the Mission area, including the town of Gali.
In the former, UNOMIG is still reporting lawlessness, including acts of murder, armed robbery, looting, extortion and intimidation, which are clearly not conducive to the return of refugees and internally displaced persons.
By its resolution 50/237 of 7 June 1996, the General Assembly appropriated an amount of $17,089,600 gross for UNOMIG for the period from 1 July 1996 to 30 June 1997, subject to the decision of the Security Council to extend the mandate of the Mission.

UNOMIG continued to carry out its mandate by means of daily ground patrols from its headquarters in Sukhumi and the two sector headquarters at Gali and Zugdidi, as well as through regular helicopter patrols.

The observer mission was expanded from 40 to 136 (in early 1999 it stood at 102 from 20 countries), given the task of observing the activities of CISPKF in the security zone and monitoring compliance with provisions for a weapons exclusion zone on both sides of the security zone.
In the autumn, UNOMIG headquarters in Sukhumi was targeted in a series of grenade incidents and three members of the force were wounded during an assault on a UNOMIG vehicle.
UNOMIG has been of great use in facilitating humanitarian assistance in the Gali region and elsewhere in Abkhazia by providing a modicum of security of movement in often quite dangerous circumstances.

The UNOMIG headquarters in Sukhumi is under the protection of the "Presidential Guards", who are more disciplined than the Abkhaz militia formerly deployed there and the local law enforcement agencies in Abkhazia, Georgia, have responded whenever approached by UNOMIG for specific assistance.
Given that UNOMIG remains indispensable for maintaining a situation conducive to the search for a political settlement of the conflict, I recommend that the Security Council extend the mandate of the Mission for a further six months until 31 July 1999.

This followed advice from the de facto Abkhaz Government that the de facto Parliament had responded negatively to the establishment of a UNOMIG police presence on Abkhaz-controlled territory, especially in the Gali district, and that as a consequence it would be necessary to delay the deployment of the remaining officers.
In the meantime, UNOMIG civilian police have held introductory meetings with members of the Georgian Government and have begun a preliminary assessment of the most immediate training and equipment needs in the Zugdidi sector.
