In 1969 the UPU introduced a new system of payment, by which fees were payable between countries on the difference in the total weight of mail between the respective countires.
As this affected the cost of the delivery of periodicals, the UPU devised a new "threshold" system, which was implemented in 1991.

By letter of 27 March 1974 the UPU reminded him of its letter of 26 January 1974 and said that his case was being examined by the administration and that he would be informed of its decision.
As to the merits, the UPU contends that a staff member is entitled to compensation for illness only if two conditions are fulfilled: first, the illness should be directly due to the performance of official duties; and, secondly, one of its direct consequences should be a reduction in earning capacity.

The S42 standard was developed in the UPU POST*Code group under the leadership of Guy Goudet and in its technical committee led by Ruth Jones of USPS.
Templates in UPU S42 are described both in a natural language notation (NLT) and using the Postal Address Template Description Language (PATDL), which is defined as a W3C XML schema.
The standard can be obtained from the UPU only by ordering the complete set of UPU standards, which costs 400 Swiss francs for a one time distribution either on hard copy or CD-ROM, or 750 Swiss francs for an initial distribution and a one year subscription to receive updates that are normally issued quarterly.

The UPU is an international organization of postal administrations, established in 1874 (and since 1949 a specialized agency of the United Nations Organization), which regulates international mail by establishing standards and procedures for such things as rates, accounting, and reimbursement.
Some UPU pronouncements that have had interesting effects on U.S. stamps are the requirement in the early part of this century that the stamps for the most common classes of international mail be produced in standard colors - red for postcards and blue for first-class letters, for instance.
There used to be a UPU Study Unit in the American Topical Association (ATA), but it appears to have died.

The Universal Postal Union (UPU) and the IAEA have joined forces to detect and control the unauthorized movement of radioactive material through the international postal system.
In a UPU press release issued 22 October 2002, the two organizations announced the signing of a memorandum of understanding that aims to ensure the safe and secure transport of radioactive material through the mail and the detection of illicit radioactive material, including nuclear material, in the international mail stream.
