Requiring third party testing entities to maintain a rating issued by the U.S. Department of Transportation of at least satisfactory or conditional.
Any third party entity that has received an unsatisfactory rating from U.S. Department of Transportation shall be prohibited from conducting third party testing pending a subsequent U.S. Department of Transportation rating of satisfactory or conditional.

As a Synthesis and Assessment project under the President’s Climate Change Research Initiative, the Department will continue research on The Potential Impacts of Climate Change on Transportation Systems through a case study of transportation infrastructure in the Gulf Coast.
The first phase will provide an integrated overview of climate and weather trends and projections in the Gulf Coast region with other relevant environmental, economic, and demographic data; assess the potential implications of these changes for transportation infrastructure and facilities; and conduct an initial assessment of relative infrastructure sensitivities in the region.
The Center has already completed research on five topics in FY 2003 – 2004 that address the links between transportation and climate change, including the potential impacts of climate change on transportation.

 The National Advanced Driving Simulator (NADS) is the most sophisticated
The NADS is located at the University of Iowa's Oakdale Research Park, Iowa City, IA. The site was selected as a result of a national competition among major transportation research universities conducted for NHTSA by the National Science Foundation.
The University of Iowa provided $11.58 million in cost sharing to the NADS project, which included the design and construction of a $5.7 million building to house the simulator.
The NADS will provide the capability for evaluating advanced vehicle communication, navigation and control technologies which are now being developed as part of the Intelligent Transportation System (ITS) program.  The medical community will look to the NADS to answer questions about the development and effects of new medicines and prosthetics on driving.
