Card served in President Ronald Reagan's administration as Special Assistant to the President for Intergovernmental Affairs and subsequently as Deputy Assistant to the President and Director of Intergovernmental Affairs, where he was liaison to governors, statewide elected officials, state legislators, mayors and other elected officials.
From 1992 until 1993, Card served as the 11th U.S. Secretary of Transportation under President George H. Bush.
Later that year, Secretary Card directed President Bush's transition office during the transition from the Bush Administration to the Clinton Administration.

Upon graduation, Mineta joined the US Army and served as an intelligence officer in Japan and Korea.
He was appointed United States Secretary of Transportation by President George W. Bush in 2001, a post he was originally offered eight years previously by Bill Clinton.
He is the only Democrat to have served in Bush's cabinet and also the first Secretary of Transportation to have previously served in a cabinet position.

Any contract entered into by the Secretary of Transportation under the provisions of this subsection shall be subject to all of the terms and conditions of this chapter, excepting those pertaining to the awarding of contracts to the lowest bidder which are inconsistent with the provisions of this subsection.
The Secretary may consent in writing to the temporary transfer of such vessel to service other than the service covered by such agreement for periods not exceeding six months in any year, whenever the Secretary may determine that such transfer is necessary or appropriate to carry out the purposes of this chapter.
The rate for the use of the obsolete vessel shall be fixed by the Secretary of Transportation for the entire period of such use at the time of execution of the contract for the construction of the new vessel.
