USAREUR's general and special staff duties were performed by the offices and personnel of the general and special staff divisions of EUCOM headquarters.

In USAREUR complaint management, data conflicts can occur over such things as the amount of noise or environmental impact that was created by a US Forces activity; the identification of the units or personnel involved; or the nature of previous agreements that, it is claimed, have been breached.
Stated this way, a USAREUR complaint issue might be: "...the need to maintain pilot's night flying skills and, at the same time, protect the residents near the airfield from aircraft noise that disturbs their sleep." There is no way to predict or control how problems, issues and positions will be stated in a conflict.

USAREUR's excess management program is designed to establish a method for tracking both the dollars and the number of items tied up in excess, by class of supply, within each MSC and in the theater as a whole.
In the USAREUR excess command plan, we have incorporated lessons learned about reducing excess, proven areas of excess generation, and programs and policies that permit commanders to identify the causes of excess within their units.

USAREUR hoped to retain the 3d ACR in its rear-area security mission and to induce the French or the Germans to assume the 11th ACR's missions of providing peacetime border surveillance and a screening force for the French First Army.
USAREUR accepted the offer, and in January 1960 a cavalry platoon from the 5th Regiment of Hussars was attached to the 11th ACR to assist with its surveillance of the southern section of the Czechoslovak-FRG border.
By December 1962 the Department of the Army, with strong USAREUR concurrence, was proposing that the M48A3s of the armored cavalry regiments be replaced by the new M60s, with the units generally being equipped with M60s by 1965.

Padel and Barnes received Army Commendation Medals from USAREUR Commanding Gen. Montgomery C. Meigs, who said: "As we celebrate these outstanding soldiers, remember that they are the special tip of a large iceberg of great soldiers."
