		With the promotion of living quality and residence in Qazvin as one of the middle cities and enhancement of public level of welfare and income of the residents this characteristic causes for this city to be an appropriate place for the attraction of the surplus of Tehran population and adjustment of informal settlement condition.
		In formulation of USDP it is tried to use the different axes of the 7th chapter of 21st Agenda as the formal document and confirmed with 172 member countries of the United Nations.

		USDP’s general manager, Todd Guisness, pleaded with the council Thursday for the city to eliminate the SAC and WAC charges as they are called.
		Guisness told the council that he thought Karnowski’s comments were “well said.” Guisness noted that USDP has been required by the agreement years earlier with the city to plug its drains in its plant, vacuum the wastewater from its operation and put it into a holding tank.
		USDP is already working on a plan for such a facility that would reduce the BOD strength of its plant wastewater to the equivalent of domestic-strength wastewater of 10 to 15 households.

		The highlight of USDP is to drill into the still-hot magmatic conduit of 1990-95 eruption (conduit drilling) to prove the magma ascent model based on detailed observations during the eruption, and is scheduled during the Phase II (2002-2005) of the project.
		During the phase I of the Unzen Scientific Drilling Project (USDP), two drillings were conducted at the northeastern (USDP-1: 752 m depth) and eastern (USDP-2: 1463 m depth) flanks of the volcano, respectively, to fully recover accumulated deposits of the volcano hidden beneath the younger eruptives.
		While the cost of USDP is unprecedented in volcanology, it is less than one percent of the cost of damage that Unzen did in the 1990-1995 eruption.

		Geisness explained that USDP is requesting the City increase their BOD permit from 164 pounds to 200 pounds to allow their company to expand and operate a new waste system.
		Jim Bullock, consulting engineer for USDP, stated that the BODs to the City’s plant had gone up but were now coming down and questioned if something was being discharged that was unknown.
