The other part of the point is that the USN for the next 10 years or so depends on shoring up #s by keeping older and less capable ships as part of the Official Battle Force structure.
Another note is that the USN has touted (even recently) the High Speed and HS connector ships but only have a handful projected in their new force structure plan.
Decommisioning the Spruances prematurely is seen by the USN as an acceptable risk given the projected threat level for the next 5- 10 years..

Naval Base Kitsap, Wash. (Sept. 20, 2004) - The attack submarine USS Parche (SSN 683) returns to port for the final time at the Marginal pier at Naval Base Kitsap, Wash. Parche, the last active Sturgeon-class attack submarine, is due to be decommissioned on October 19 after serving the fleet since 1973.
Would think that you should be able to work something out with this seller, as it seems he keeps a very large majority of his customers happy.
I was able to see the F-14 demo squadron perform last year at the CAF air show in Midland.

Within the funds appropriated for the operation and maintenance of the Armed Forces, funds are hereby appropriated pursuant to section 401 of title 10, United States Code, for humanitarian and civic assistance costs under chapter 20 of title 10, United States Code.
(a) Upon a determination by the Secretary of the Navy that the vessel USNS Capable (T-AGOS 16) is no longer needed by the Navy, the Secretary shall transfer such vessel to the National Oceanic and Atmospheric Administration as an exploration and research ship.
(b) Upon a transfer of the vessel USNS Capable (T-AGOS 16) under subsection (a), the Secretary of the Navy shall transfer to the Secretary of Commerce $18,000,000 out of funds appropriated by title IV under the heading ``Research, Development, Test and Evaluation, Navy''.

One amusing exception was when USNS Bent, as she was commonly known, had a period of breakdowns in operations where other ships were dependent on her work.
A note is made that "She does not belong to the Royal Norwegian Navy, but is a Defense project." The photo shows a classic north Atlantic trawler type vessel with a whale back bow.
The AGOS types were at least designed and served in a function quite similar to that required of a small oceanographic ship.

It's a radio signal able to penetrate through the Earth and oceans to send messages to subs.
The second US sub would have been able to track the damaged sub on passive sonar, and so could the Russians.

On occasion they go out to sea with a full crew to practice under-way replenishment and participate in "Exercises." They include Roll-on/Roll-off Ships, Crane Ships, Breakbulk Ships, Tankers which can be activated in 4 to 20 days.
