USNS Stalwart - Wikipedia, the free encyclopedia
USNS Stalwart (T-AGOS-1) was an Ocean Surveillance Ship and the lead unit in the T-AGOS class.
The ship was stricken from the Navy registry on December 2, 2002 and transferred to the U.S. Maritime Administration which donated it to State University of New York Maritime College, with the promise of $300,000 in federal funds for repairs and upgrades.
Stalwart and her sister ships were originally designed to collect underwater acoustical data in support of Cold war anti-submarine warfare operations in the 1980s.

This capability will reduce costly and unnecessary time-based maintenance (which relies on the probability of failure based on experience.) Condition based maintenance relies on sensor indication of impending failure, permitting maximum safe utilization of equipment and maintenance only as needed, thus reducing parts expenditure and constant periodic man-hours required to time-based maintenance.
Since warfighting capability is the primary purpose of the ship, it is logical to combine all warfighting areas into a single area, thus sensor and weapon information (CIC), ship control operations (bridge) and damage control central functions could all be combined into one location.
The sea is opaque and the extraordinary capabilities of stealth, endurance and survivability built into U.S. submarines enable them to function as a major deterrent to war, or become a significant factor in victory should deterrence fail.

The other part of the point is that the USN for the next 10 years or so depends on shoring up #s by keeping older and less capable ships as part of the Official Battle Force structure.
Another note is that the USN has touted (even recently) the High Speed and HS connector ships but only have a handful projected in their new force structure plan.

To be used with a multicoupler, the antenna must be capable of handling simultaneous transmissions from several transmitters without excessive loss of power in the multicoupler equipment.
This power loss is the result of the antenna not having the perfect dimensions and size to radiate perfectly all of the power delivered to it from the transmitter.
Naturally, it would be unrealistic to carry a separate antenna for every frequency that a communications center is capable of radiating; a ship would require many antennas.

In areas of reduced anti-air warfare threat, be capable of surface action group and battle group operations, centered on the battleships, with appropriate anti-submarine and anti-air warfare escort ships.
Although their capabilities are less than those of the new LSD-41 class, the ships of the Austin class, built between 1965-1971, were considered sufficiently modern to have their service lives extended, and the Navy had planned to inaugurate a SLEP program for all 11 of them commencing in early 1988.
These ships incorporate a unique capability stemming from the need to be able to offload containers and other heavy equipment from non-self-sustaining containerships in areas where port facilities are damaged, inadequate or non-existent.

Pakistani Defence Forum > India To Get Over 60 Warships
USN continues to maintain a level of around 300 ship naval fleet, including some 100 destroyer/frigate/cruiser, some 60~70 submarines, 22 (I think...) flat-tops, and assortment of landing/logistic support/auxillery ships.
And even if they are 60, they can not afford it, and if they do buy it is good for Pakistan, they will seriously suffer with hunderds of millions people living in poverty hell.
So, the question is not the number of new ships to be added but whether these ship aqcuisitions translate to a) maintaining a fleet, b) fleet modernization and/or c) fleet expansion.

In Technical Report #3 which focuses on LFAS impacts on humans, and was created as part of the Final OEIS/EIR, there is information that clearly indicates there have been no tests done in the lowest frequency band at the highest RL SCUBA divers will be exposed to by LFAS.
These data suggest that 100Hz LFS is well tolerated at an SPL of 136dB for up to 28s in the majority of individuals (Sims et al., 1998B).
It is clear the Navy has not conducted any tests on non-military recreational or commercial divers that includes a RL of 145dB for 100 seconds at the most aversive frequency LFAS is supposedly capable of transmitting, 100Hz.
