Victorious class ocean surveillance ships are built on a Small Waterplane Twin Hull, or SWATH, design for greater stability at slow speeds in high latitudes under adverse weather conditions.
A contract for the first SWATH ship, T-AGOS 19, was awarded in November 1986, and options for the next three were exercised in October 1988.
Loyal was positioned about 300 kilometers west-northwest of the Kursk in the Barents Sea when it intercepted the radio request for permission to continue the sub’s torpedo-firing run during Russian naval exercises.

 MSC 2001 in Review -- Special Mission Program
A sixth ship, USNS Kane, completed her almost 34 years of MSC service March 14 and was turned over to the Turkish navy and redesignated TCG Candarli.
USNS Persistent and USNS Vindicator, former ocean surveillance ships, supported U.S. Coast Guard counter-drug missions until funding for the program was exhausted.
USNS Observation Island is the oldest ship in MSC service, with almost 48 years of service, and the second oldest operational ship in the Navy — USS Constitution is oldest.

USNS Stalwart, along with two sister ships, was deactivated in the early 1990s when the end of the Cold War signaled a reduced submarine threat from the former Soviet Union.
The size was increased from the Victorious class SWATH in order to handle the larger and heavier equipment for the low frequency active (LFA) sonar system, including a towed array.
Right now, the most likely scenario is that the USN will continue to modernize and upgrade its existing fleet of AGOS vessels, while the somewhat related Pathfinder AGS (surveying ship) class will see completion of the two units.

Victorious class ships are built on a Small Waterplane Twin Hull (SWATH) design for stability at low speeds and in rough waters.
The new vessels feature a small water-plane area twin hull (SWATH) design which provides quieting to enhance performance of the reduced diameter array and greater stability in high sea states for the LFA source array.
Original procurement was projected for up to five T-AGOS 23 class ships; the current program is in flux, but will certainly be more modest, due to extensive delays by shipyard problems with construction of the $60,000,000 lead ship whose delivery has slipped to the end of 1998.
