USS Charlotte Charlotte was commissioned 9 October 1944, under the command of CDR Ralph D. Dean, USCG. Charlotte cleared Boston 8 January 1945 to take up what was to be her primary mission through her naval service, sailing to Argentia, Newfoundland, where she took up weather station duty. Obituaries Kathleen Pendleton Malley, 96, a former administrative secretary with the FBI and the Federal Reserve Board, died April 18 of complications of several strokes at the Manor Care nursing home in Chevy Chase. Malley was an administrative secretary at the FBI from 1926 to 1935, spending a year in Charlotte and then in Washington where she had several temporary assignments as J. Edgar Hoover's personal secretary.
