The importance of Eager Mace to the Kuwaiti forces was demonstrated by the attendance of the commander of Kuwaiti naval forces, Brig.
Higgins, an Arleigh Burke-class destroyer equipped with the sophisticated Aegis weapon system, was the centerpiece of the U.S. component of the exercise.
USS Chinook (PC 9) and USCGC Aquidneck (WPB 1309) also participated in the exercise, as well as an EA-6B Prowler aircraft from Carrier Air Wing (CVW) 11 aboard USS Nimitz (CVN 68) and an SH-60B Seahawk helicopter from USS Rodney M. Davis (FFG 60).

USS Higgins had two of its officers and two sonar technicians experience life as a submariner.
Chief Electrician’s Mate Alfonso Garcia, an exchange rider to USS Higgins, said he was “impressed with the morale and dedication to preservation and cleanliness,” aboard the submarine.
In addition, more than 20 crewmembers from USS Higgins and USS Santa Fe spent a day painting and improving a local children’s community center in the town of Vasco De Gama, a few miles from where their ships were docked.

On the 24th of February, 1999 the Cincinnati Council adopted the USS Higgins DDG 76.
As a lieutenant, he participated in combat operations during 1968 with C Company, 1st Battalion, 3d Marines in the Republic of Vietnam as a rifle platoon commander and rifle company executive officer, and was aide-de-camp to the Assistant 3d Marine Division Commander.
Captain Higgins returned to Vietnam in 1972 as an infantry battalion Advisor to the Vietnamese Marine Corps, then served as a rifle company commander with C Company, 1st Battalion, 4th Marines.

Higgins is the 26th ship in the Arleigh Burke Guided Missile Destroyer Class and is named in honor of Colonel William R. Higgins, United States Marine Corps.

An hour into the game, Higgins pulled a surprise comeback and scored their second goal of the match as Gunner’s Mate 2nd Class Erich Schmidt ripped a beautiful shot into the upper right corner of the net.
In the end Higgins came up short, but still managed to win the respect of the locals athletes.

 2002 Reunion
We toured the harbor in a sight seeing boat and the tour narrator "Bos’n Bob" was an old shipmate of mine on the USS Hamner DD718.
We even received instruction "How To" repair bullet/missile holes in the surface of wings and etc. It was a very interesting tour of the Depot.
At Pier 8 we boarded the USS Higgins DDG 76 for a full in-depth tour of an Arleigh Burke Class of DDG.

The 1990s saw an era of a new type of Navy vessel - the DDGs, leading her class was the USS Arleigh Burke DDG-51.
Today in 1998 BIW is still building her sister ships, such as the USS Donald Cook DDG 75, and the USS Higgins DDG 76.
