James E Kyes remained on guard as the Navy oompleted the Hungnam withdrawal of 24 December after embarking 105,000 troops, 91,000 refugees and vast quantities of military cargo.
James E Kyes departed San Diego 27 August and joined Boxer (CV-21) and Bon Homme Richard (C17-31) on 20 September in patrolling the Sea of Japan.
After returning to the West Coast 12 March 1962, James E Kyes assumed an "in-commission-in-reserve" status 16 April and underwent FRAM I conversion at Bremerton, Wash., to prepare for her role in the new Navy.

LIEUTENANT WILLIAM J. Lieutenant William J. FULTON was born in Derby, Connecticut in October, 1940.
He was assigned to duty aboard USS JAMES E. While aboard KYES he served as Gunnery Assistant and ASW Officer before relieving as Weapons Officer.
Upon completion of his tour aboard KYES In July 1966, Lieutenant FULTON was ordered to the NROTC Unit At Tuffs University to teach Navigation and Naval Weapons.

On Wes-Pac cruise we were plane guarding for the U.S.S. Ticonderoga when our power went out and we ran into the rear of the aircraft carrier.

 Operation Passage To Freedom
I was aboard the USS Montague during part of the evacation, in fact I think we made three loads of refugees from Haiphong up the river to Siagon.
My father, the late Patrick Cole Downey (Roslyn, NY), served as a radioman aboard the USS Ajax during Passage to Freedom and expressed to me on one occasion (years ago) his dismay over how he and his shipmates and other veterans were never properly recognized for their actions.
To summarize, he spoke of assisting and giving medical treatment to Vietnamese civilians who had been injured and tortured, as well as having had the misfortune to have assisted in the burial and or disposal of Vietnamese bodies aboard ship.

Eight days after Wiltsie and Theodore E. Chandler (DD- 717) had destroyed a train near Tanchon on 3 June, communist shore batteries took Wiltsie under fire off Wonsan, lobbing 45 105-millimeter shells in her direction, scoring a hit on the destroyer's fantail.
On that day, Wiltsie participated in sinking the after section of the hull of Frank E. Evans (DD-754), the destroyer that had been cut in two during a collision with Australian aircraft carrier HMAS Melbourne the previous 3 June.
