On March 29, 1969, the USS FRANK E. EVANS (DD-754) departed its home port of Long Beach, California, with a crew of 272 onboard, setting sail for the western Pacific and duty in Vietnam.
Several weeks later PERKINS arrived in Subic Bay in the Philippines where I was surprised to see the decommissioned stern section of FRANK E. What I saw was a once proud destroyer, which had earned the nickname "The Fighter" for its Vietnam service on the gunline, now reduced to a sad, rusting hulk.
Accordingly, I was honored when the USS FRANK E. EVANS Association asked me to participate in a salute of a different nature to these 74 victims, this time by appearing before your Committee to testify as to the importance of S. The circumstances surrounding the loss of the EVANS are straightforward.

Eight days after Wiltsie and Theodore E. Chandler (DD- 717) had destroyed a train near Tanchon on 3 June, communist shore batteries took Wiltsie under fire off Wonsan, lobbing 45 105-millimeter shells in her direction, scoring a hit on the destroyer's fantail.
On 13 November, Wiltsie relieved Buck (DD-761) on the northern SAR station, only to be relieved in turn by Rogers (DD- 876) after an uneventful tour.
On the 26th, Wiltsie sailed for San Francisco Bay to undergo an overhaul at the naval shipyard at Vallejo, Calif. Emerging from the yard on 6 November, Wiltsie spent the remainder of 1968 in refresher training which continued into the spring of 1969.
