The contract to build The Sullivans was awarded to Bath Iron Works Corporation in Bath, Maine on 8 April 1992 and her keel was laid down on 27 July 1994.
She was launched on 12 August 1995 sponsored by Kelly Ann Sullivan Loughren, grand-daughter of Albert Sullivan, and commissioned on 19 April 1997, with Commander Gerard D. Roncolato in command.
In 1999, the ship participated in various training exercises to prepare for her maiden deployment in October to the Mediterranean Sea and then in 2000 continued into the Arabian Sea and participated in exercises and boarding operations until late March.

As for the argument that pilots must be absolutely certain as to the nationality of a vehicle (such as a ship) before firing, it should be pointed out that the USAF in Southwest Asia has attacked British, Canadian and American vehicles that were marked just as clearly, if not more so, as was the Liberty.
If for some reason the USS Liberty's flag was not apparent, then the IDF could have easily used one of several international distress and calling radio frequencies to contact the obviously solitary, slow-moving, non-aggressive, non-evasive, apparent cargo ship in international waters, on a perfectly clear day -- it did not.

The exercises were the first occasions the three participating Adriatic nations took part in combined military exercises and was conducted in coordination with their bid for NATO membership.
